Description
AMENDMENT NOTICE This amended posting is to extend the closing date due to some interested parties experiencing access issues prior to the transition from beta.sam.gov to sam.gov.� No official amendment will be issued.� Submitting a quote by the newly extended closing date will be acknowledgement of the change. SOLICITATION NOTICE Solicitation and associated attachments have been posted. SYNOPSIS Requirement: Modoc National Forest has 14 recreation sites with water systems. Two of the systems (Ambrose and Medicine Lake) have large tanks filled using a generator-run pump, the majority have small (between 1000 and 3000 gallon) plastic tanks filled from springs, artesian wells, or solar wells. Most of the systems function well and can fulfill the purpose they serve. However, many factors have led to a large variance in their design as well as a variety of make-shift plumbing solutions. Many tanks lack a proper vent, overflow, or drain or have other small issues.� The objective of this contract is to repair or improve each system, so it is in line with a standard design. Although there will be slight differences between systems based on water sources (spring vs. well), water flow rates, usage and other factors, the goal is for each system to have the same basic design. For most systems, this can be accomplished with a minimum amount of work, for example, adding a vent or improving the tank drain. A couple of systems will need slightly more repairs, for example, installing a new tank or relocating solar panels. Two of the systems (Patterson Campground and Willow Creek Campground) will need extensive work as described in the Statement of Work. Repair of distribution systems is not included for most sites in this contract and is noted in the statement of work where required.� Location: Various locations on the Modoc National Forest FAR 36.204 Disclosure of Magnitude (base and all options (if any)): (c) between $100,000 and $250,000 Contract Time: It is estimated the project will start on or about 28 Jun 21 and be completed within 60 calendar days. Set Asides: This procurement is being solicited as a small business set-aside. The North American Industry Classification System (NAICS) Code is 221310. The related small business size standard is $30.0 million. Solicitation Info: Solicitation is being conducted under FAR Part 13. All responsible sources may submit a quote, which shall be considered. Site Visit/Pre-Quote Conference: No organized site visit is scheduled.� All sites are accessible however in some locations, snow may be encountered. Bonds: If your quote is over $150,000.00 a bid guarantee will be required.� In addition, there is a requirement for payment and/or performance protection after award.� If quote is between $35,000 and $150,000, payment protection will be required after award for 100% of the award price and be submitted within 10 days after contract award. �If quote is over $150,000 performance and payment protection will be required for 100% of award price and be submitted within 10 days after contract award. Inquiries: Any prospective quoter desiring an explanation or interpretation of the solicitation, drawings, specifications, etc., must request it in writing soon enough to allow a reply to reach all prospective bidders before submission of their quotes but not later than 4 business days prior to solicitation due date. Oral explanations or instructions given before the award of a contract will not be binding. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Notifications: In accordance with FAR 5.102(d), the government is limiting the availability of the solicitation to electronic medium through this posting to beta.SAM.gov. Notification of any postponements and any amendments to this solicitation will be posted on this website. It is the sole responsibility of the bidder to continually view this website for any amendments made to this solicitation. Solicitation is anticipated to be posted on or about 10 May 21. �Award notifications will be made to this notice. Early notification will not be made to any quoter except Awarded Contractor.
