GOVERNMENT'S FORMAL AMENDMENT 003 POSTED 5/25/2021 GOVERNMENT'S FORMAL AMENDMENT 002 POSTED 5/72021 GOVERNMENT'S FORMAL AMENDMENT 001 POSTED 4/26/2021 The General Services Administration has a requirement to procure construction services at the William J. Green Federal Building located at 6th and Market Streets, Philadelphia PA for Phase 2B of the Green Restack Interior Renovation Project. The Green Building is a 10 story office building containing 507,669 usable square feet, and 708,975 rentable square feet. It was designed in conjunction with the adjacent James A. Byrne Courthouse & constructed between 1970 and 1973. The main customer agencies are the Federal Bureau of Investigation (FBI), the Internal Revenue Service (IRS), and the Drug Enforcement Administration (DEA).� Until November 2016, the Green Federal Building had not had a major renovation since it was built, aside from having the air handling units replaced as part of ARRA. There have been many non-strategic office expansions and ad-hoc space releases occur throughout the building. This has resulted in non-contiguous blocks of tenant space on multiple floors, creating operational inefficiencies that are a challenge to customer agencies.� In November 2016 GSA awarded a Guaranteed Maximum Price Contract for the construction/renovation of multiple tenant agencies to provide an effective long term housing solution for various tenant government agencies within the Green Federal building. Performing tenant improvements and building system upgrades will improve the building's current utilization, free up marketable vacant space, and allow local leases to consolidate in a federally owned facility. This project, designated as Restack Phase 2B will be awarded as a FIRM�FIXED PRICE, for the remaining interior tenant fit-out renovations. The project� will help agencies to reduce and right size their agency to help GSA meet the Utilization Rate goals (utilization rate will improve by 28%, office utilization rates will improve by 40%), while simultaneously moving approximately 120k SF of lease space back to federal space.� The building will be occupied during the construction phase which may cause disruptions to the tenant�s and their operations. The contract is required to make every attempt to mitigate such disruptions by conducting certain tasks on nights and weekends and also by having early and frequent communications with all tenant agencies affording them ample time to properly prepare and make adjustments. The contractor will be required to submit a �Management Plan� with their technical proposal which will be evaluated prior to making a selection. The Green Federal Building houses several high profile and security sensitive agencies who carry out missions that are vital to National Security. The construction must be conducted in a manner that provides minimal disruptions to their daily activities. The building provides limited swing space which will make this project significantly more challenging. To minimize disruptions, it is the goal of the project team to only move each agency once. The Contractor shall provide and pay for all labor, materials, equipment, tools, water, heat, utilities, transportation, and other facilities and services necessary for the proper execution of the work described in and reasonably inferable from the Contract Documents (the Work), whether temporary or permanent.� In consideration for, and upon condition of, the Contractor's completion of the Work, GSA shall pay the Contractor the price or prices established in the contract, subject to the terms and conditions set forth in this Contract. The building will be occupied during the construction phase and contractors will be required to perform heavy noise producing work and or chemical work causing odors off hours to minimize disruptions to the tenant�s and their operations. The Green Federal Building houses several high profile and security sensitive agencies and therefore contractors will be required to obtain security clearances to work within the building, any contractors not able to obtain such clearances will not be permitted to work. The construction must be conducted in a manner that provides minimal disruptions to their daily activities. The building provides limited swing space which will make this project significantly more challenging. To minimize disruptions, it is the goal of the project team to only move each agency once. Covid-19 safety protocols will be required to be followed by all contractors working in the building. � Further requirements are contained with the specifications and documents.
