- Combined Synopsis/Solicitation (Best Value) The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center � Pacific, NOAA Ship Rainier requires replacement of nine (9) weather tight doors. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number NM-AN2120-21-00923 is issued as a firm fixed price, commercial, request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05. (iv) This requisition is set aside for small business. The NAICS code for this acquisition is 332321, Metal Window and Door Manufacturing the small business size standard is 750 Employees. (v) Line items are as follows: CLIN 1: Nine (9) weather tight doors for the NOAA Ship Rainier, Freeman Marine 1223 series or equivalent. (vi) Description of requirements for the items to be acquired: This is a brand name or equal requirement for nine (9) weather tight doors for the NOAA Ship Rainier. Specifications are listed in the Statement of Need. Doors must meet salient functional, physical, or performance characteristics as listed. Please provide a firm, fixed-price quote, including shipping. If unable to meet the requested delivery date, please feel free to provide best available date. Please demonstrate capacity to capacity to meet this requirement with your quote. (vii) Date(s) and place(s) of delivery and acceptance and FOB point.� FOB destination for Delivery by 10/03/21 NOAA Ship Rainier 2002 SE Marine Science Dr. Newport, OR 97365 Attn: Dale Morrison (viii) The provision at 52.212-1, Instructions to Offerors�Commercial, applies to this acquisition without addenda. (ix) The provision at 52.212-2, Evaluation�Commercial Items, applies to this acquisition.� The specific evaluation criteria per in paragraph (a) of that provision is below: �(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. �The following factors shall be used to evaluate offers: Demonstrated capacity to meet the requirements in the Statement of Need Price Past Performance Factors are listed in order of importance. This will be awarded based on best value for the government.
