Combo Synopsis/Solicitation School Bus Transportation Services Joint Base Anacostia-Bolling This is a combined solicitation/synopsis for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. �This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposals (RFP), solicitation number�FA7060-21-R-0003, in accordance with FAR Parts 12 and 13, and is in accordance with provisions and clauses effective in Federal Acquisition Circular (FAC) 2021-05, effective 10 March 2021. The North American Industry Classification System (NAICS) number is 485410 � School and Employee Bus Transportation, and the small business size standard is $16,500,000.00.�� The proposed acquisition is set aside as a 100% small businesses set-aside.� All Small Businesses are encouraged to participate by submitting proposals. Offerors shall comply with all instructions contained in FAR 52.212-1, Instructions to Offerors � Commercial Items. FAR 52.212-1 Addendum In order to be determined responsive to this combined synopsis/solicitation, offerors shall have an active registration in SAM.gov and submit the following documentation via email to the points of contact listed in paragraph J of this document: Technical proposal (may be combined with price proposal) The offeror�s technical proposal shall address/acknowledge each requirement of the PWS. Price proposal (may be combined with technical proposal) The offeror�s price proposal shall include a unit cost for each route, consisting of the price for one bus and driver(s) and routine cleaning for each such route at a monthly rate. The offeror�s extended price will be the annual amount for each CLIN. This price should not reflect any costs associated with additional health and wellness cleaning (see paragraph b.). The offeror shall submit pricing for CLIN X016 separately and NOT with the cost of each route (CLINS X001-X0015). The offeror�s price proposal shall include a unit cost for each route, consisting of the price for one bus for additional health and wellness cleaning for each such route at a monthly rate. This monthly unit price will be multiplied by the number of routes utilized at the task order level. (Ex. 14 routes are utilized for a 6 month period. Monthly unit price x 14 routes x 6 months = Extended price on task order.) The offeror�s price proposal shall include extended pricing for each CLIN for a base period of one year and two (2) one year option periods. Representations and Certifications as requested in FAR 52.212-3 A document containing the responses to all fill in provisions/clauses (may be submitted as one document). Acknowledgement of any and all amendments to this solicitation IAW FAR 52.212-2 � Evaluation � Commercial Items. The Government will award a contract, resulting from this solicitation, to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. �The following factors shall be used to evaluate offers: (i) Technical capability of the item offered to meet the Government requirement; (ii) Price fairness, reasonableness, and balance (iii) Any relevant and recent past performance submitted with the offer Technical and past performance, when combined, are of equal importance to price.� Offerors� registration in SAM.gov will be verified and a review will be conducted to ensure that all aspects of the solicitation have been addressed. �Failure to have an active registration in SAM.gov or failure to acknowledge/propose to all requirements of the solicitation as well as any amendments to the solicitation will result in the offer being labeled as non-responsive and not considered for award. �Offers will then be ordered by total evaluated price, starting with the lowest-priced vendor. �The lowest-priced offer will then be evaluated on technical and past performance acceptability. �If the offer is found to be unacceptable, evaluations will continue with the next low offeror. �Once an offer is found to be acceptable across all factors, evaluations will conclude 1. 1 Further evaluation of other offers submitted may be conducted to the extent necessary to determine that the price of the awardee is fair and reasonable, based on adequate price competition. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offerors shall remit a completed copy of the REPRESENTATIONS AND CERTIFICATIONS IAW FAR 52.212-3, following the instructions as provided in the clause. By offer submission in response to this synopsis/solicitation, the offeror agrees to comply with all terms and conditions IAW FAR 52.212-4 � Contract Terms and Conditions � Commercial Items. By offer submission in response to this synopsis/solicitation, the offeror agrees to comply with all terms and conditions IAW FAR 52.212-5 � Contract Terms and Conditions Required to Implement Statutes or Executive Orders � Commercial Items. Additionally, offerors shall comply with all items as indicated by an �X� within FAR 52.212-5 � Contract Terms and Conditions Required to Implement Statues or Executive Orders � Commercial Items. By offer submission in response to this synopsis/solicitation, the offeror agrees to comply with all terms and conditions listed in Attachment 2 � Applicable Clauses and Provisions. The contractor MUST fill in all applicable fill in clauses; failure to do so may result in the offeror�s proposal being deemed non-responsive to the solicitation and not further considered for award. Offerors shall submit their technical and price proposal (can be combined), providing unit prices along with a grand total.� THE GOVERNMENT WILL NOT ACCEPT INCOMPLETE PROPOSALS. For either the site visit or submission of proposals, all personnel requesting access to Joint Base Anacostia-Bolling must possess a valid State or Government picture identification card.� Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access. �Additional documentation include a valid U.S. or foreign government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal state or local government agencies that include a photo and biographic information.� A full list of REAL ID Act compliant and non-complaint states can be found at https://www.dhs.gov/current-status-states-territories.� Personnel requesting vehicle access to Joint Base Anacostia-Bolling must provide a valid driver�s license, current vehicle registration, and valid vehicle insurance. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. �If an offer does not comply with every requirement, that offer will not be technically acceptable, and therefore will not be considered. �Once an offer has been determined to be technically acceptable, and in compliance with all directions in this solicitation, the Government will award to the offeror with the lowest evaluated price.
