Description

This is a notice of intent to award a sole source contract to Orbit Logic Incorporated. The National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS), Office of Satellite and Product Operations (OSPO) �has a requirement for an� enterprise scheduling solution that would provide better plans, faster, with fewer resources, more� insight, and less risk. OSPO is procuring engineering services and commercial off-the-shelf (COTS) software to build on the capabilities of the current OSPO implementations of Systems Tool Kit (STK Pro), a proprietary software product developed by Analytical Graphics, Inc. (AGI), and STK Scheduler, a proprietary software product developed by Orbit Logic, to provide a NOAA Enterprise Automated Scheduling Implementation (EASI). EASI will leverage STK Pro and STK Scheduler COTS capabilities to generate validated, optimized, and de-conflicted NOAA schedules for satellites, ground sites, and other resources as needed for NOAA operations. A sole source justification is being prepared in accordance with FAR Subpart 6.302-1, 41 U.S.C. 3304(a)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements due to the modifications and updates needed to the proprietary STK software to enable EASI. The contract will have a period of performance of one (1) year and the Government anticipates award in July 2021. This notice is not a request for competitive quotes or proposals. However, vendors that have questions regarding the sole source nature of the requirement or vendors that believe they can fully provide the required services may submit substantiating written documentation to the Contracting Officer and Contract Specialist listed below within seven (7) calendar days of this notice. Information received will be considered solely for the purpose of determining whether, and how, to proceed with the planned sole source acquisition for these requirements. A determination by the Government not to conduct a competitive procurement based on the responses to this notice is solely within the discretion of the Government.
