SOURCES SOUGHT ANNOUNCEMENT Range Control Center (RCC) Modernization Video Component (RMVC) System Notice ID: FA4610-RFI-210526 CONTRACTING OFFICE ADDRESS: 30 CONS/PKB Attention: Ms. Alyson Kolding 1515 Iceland Ave, Bldg. 8500 Vandenberg AFB, CA 93437 INTRODUCTION: This is not a solicitation for any action at this time. This synopsis is issued for the sole purpose of the 30th Contracting Squadron to conduct Market Research in accordance with the FAR Part 10. The 30th Operations Group is seeking information for potential sources for the design, installation, test, and cyber security accreditation of the Range Control Center (RCC) Modernization Video Component (RMVC) system. RMVC is an IP-based video system consisting of video transport, large screen displays, operation consoles, admin consoles, and a video recording/archive function. The objective of the RMVC system is to support launch operations through the display and recording of mission video feeds to include launch mission video, range surveillance video, and operation display video. The design of the RMVC is based on the recently installed Eastern Range (ER) VITEC-based IP video solution. The current operations & maintenance (O&M) contract, Launch Range Test System (LTRS) Integrated Support Contract (LISC), will inherit O&M responsibilities of the RMVC after government acceptance. LISC is an enterprise contract that covers both Vandenberg AFB, CA and Cape Canaveral, Florida. As such, implementation of a common ER/WR solution is mandatory and should result in significant cost savings associated with documentation creation, training, maintenance, and operations. Anticipated Time Frame: 1 Sep 2021 � 30 Aug 2022 Place of Performance: The contractor shall perform work for this effort at the contractor�s facility (factory testing) and at Vandenberg SFB, CA for installation and government acceptance. REQUIRED CAPABILITIES: 1. Commonality with the ER IP Video system is a top priority for the government. Demonstrate your ability to leverage work completed on the ER IP Video System to minimize cost and reduce schedule. Describe the likelihood of being able to leverage lessons learned from the ER system if a vendor unrelated to the ER IP Video System install is selected to acquire the RMVC. 2. Demonstrate your ability to comply with DoDI 8500.01 Cybersecurity, DoDI 8510.01 Risk Management Framework (RMF) for DoD Information Technology (IT), and your confidence level in attaining IATTs and ATOs as required for testing and government acceptance. 3. Demonstrate your ability to develop a standardized configuration with the ER IP Video System while ensuring interoperability with future Launch Test Range Systems (LTRS) systems. 4. Demonstrate your ability to work in an operational environment that will undoubtedly result in schedule conflicts and require contractor personnel to have a Secret Clearance and/or be escorted while in Restricted Areas. SPECIAL REQUIREMENTS: 1. All contractor personnel assigned to this task shall be U.S. citizens and possess at least a minimum final SECRET security clearance OR be escorted by a contractor provided Escort while in the Restricted Area. Electronic, Bluetooth, WiFi devices, etc. are not authorized in the Restricted Area.� If a computer/laptop is required to configure the installed equipment, the contractor shall develop and process necessary approval documents for authorizing laptops into the Restricted Area.� At a minimum, laptop operators must provide make, model, serial number of the laptop and have access to the BIOS such that authorization officials can validate that WiFi, Bluetooth, video/audio recording, and external ports are disabled (with the exception of the port needed to connect to the newly installed equipment for configuration).� 2. All RMVC solutions shall be standardized with the ER IP Video system to the highest extent possible to include use of the VITEC EZTV Platform. 3. System security accreditation, to include an Interim Approval to Test (IATT) prior to system connection and an Approval to Operate (ATO) prior to government acceptance is required.� SOURCES SOUGHT: The North American Industry Classification System Code (NAICS) for this requirement is 334220, �Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing� with the corresponding size standard of 1,250 employees.� To assist 30 CONS in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering.� Please outline how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications.� Responses must demonstrate the company�s ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14).� SUBMISSION DETAILS: Responses shall include: Business name and address; Name of company representative and their business title; Type of Small Business; CAGE Code; Your contract vehicles that would be available to the Government for the procurement of the product and/or service, to include ENCORE III, SETI, NIH, NASA SEWP, General Service Administration (GSA): OASIS, ALLIANT II, VETS, STARS II, Federal Supply Schedules (FSS) (including applicable SIN(s)), or any other Government Agency contract vehicle that allows for decentralized ordering.� (This information is for market research only and does not preclude your company from responding to this notice); Brief capabilities statement package addressing the Required Capabilities and Special Requirements (no more than five pages); Past Performance of similar work done for the Government (no more than three references). References should demonstrate the contractor�s ability to perform the services listed under Required Capabilities. Please include the agency, contract number, and a brief description of the job/project.
