Description
The Government is conducting market research and identifying, as potential sources, companies that may possess the expertise, capabilities, and experience to meet the requirements as specified in the Description below. This is a Sources Sought Notice. The purpose of this notice is to obtain information regarding the 1) availability and capability of qualified sources and 2) availability of capable firms to provide the contemplated requirement listed below. The information provided herein is for informational purposes only. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. This notice is issued for information and planning purposes only and does not itself constitute a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ). The Government does not intend to award a contract based only on responses to this Sources Sought Notice. Responses to the notice will not be returned. Responders are solely responsible for all expenses associated with responding to this notice. The Government will not pay for information received in response to this notice. There is no commitment by the Government to issue an RFP, make an award or awards, or to be responsible for any monies expended by industry responses to this notice. The Government does not request any proprietary information be submitted, nor shall it be liable for any consequential damages for proprietary information. Any information submitted for this notice (e.g. capability statement) is subject to disclosure under the Freedom of Information Act, 5 USC 552 (a). All information received in response to this notice marked �Proprietary� will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. BACKGROUND The Office of Response and Recovery provides guidance leadership and oversight�to build, sustain, and�improve the coordination and delivery of support to citizens and State, local, tribal and territorial governments to save lives, reduce suffering, protect property and recover from all hazards. The foundation for building a desired, cohesive culture and predictable performance includes first creating a holistic understanding of where the organization is today, where it would like to be, and the enablers and barriers to future success. The Individual Assistance (IA) Division requires a contractor to identify better ways to increase clarity of purpose, improve cross-organizational integration and build a unified culture.� This will help IA achieve its stated strategic goals and deliver predictable, desired outcomes despite unpredictable national challenges. All work will be completed in accordance with any additional requirements specific to this contract. PROJECT SCOPE/DELIVERABLES FEMA is seeking information regarding vendor capabilities, from all interested parties in Administrative Management and General Management Consulting Services. The Contractor shall provide consulting services that will identify better ways to increase clarity of purpose, improve cross-organizational integration and build a unified culture that will meet or exceed the requirements provided below:� Ensure the organization�s purpose (its value proposition) is clear and meaningful at every level. Guide the development of a clear, measurable, and outcome-based strategic plan/way ahead. Assist IA Leadership with the development and sustainment of effective leadership capabilities. Obtain approaches to each of the below performance areas using proven collaborative and inclusive techniques: Performance measures, Inclusion/involvement, Communications and engagement, Education and training, Resources, Organizational processes and structure, Accountability systems (e.g., performance evaluations, promotion criteria), and Rewards/incentives. SUBMISSION OF CAPABILITY PACKAGES INSTRUCTIONS Interested vendors shall submit a brief capabilities' statement package via email to the Points of Contact listed below. There is no page limitation on your submission. The document format shall be either Microsoft Word (.doc or .docx), or Adobe Acrobat (.pdf) formats. Responses shall be prepared using 12 pt. font, 1-inch margins, and 8.5� by 11� paper �Respondents shall also provide a cover page with their Company Name, DUNS Number, CAGE Code, Company web address, Company Address, Point of Contact, Telephone Number, e-mail Address, the Size of your Organization, and, if applicable, the small business socioeconomic category. This documentation should address, at a minimum, the following to demonstrate the vendor's capability to perform the requirements. Vendors are requested to respond to one, some, or all components. (1) The vendor's technical capability to deliver the aforementioned services.�� (2) Past experience with similar requirements along with the contract type/pricing methodology; and (3) The vendor's capacity in the geographic location (4) The vendor's ability to manage, as prime, the types and magnitude of services required. Please provide additional information you deem relevant to respond to the specifics of the RFI. FEMA will only consider submissions in response to this notice that are in the form of Microsoft Word and/or PDF (searchable format) documents attached to emails received no later than 1:00 PM, EST, Friday, June 18, 2021.� No phone calls will be accepted or returned.
