Description
This is� modification 1 to the synopsis entitled JSC Emergency Medical Evacuation Services -�80JSC021MEDEVAC4 which was posted on�May 20, 2021.� You are notified that the following changes are made: The due date for responses is extended to June 1, 2021. Offerors are responsible for monitoring this site for the release of the solicitation and any amendments. Potential offerors are responsible for downloading their own copy of the solicitation and amendments (if any). _____________________________________________________________________________________________________ The National Aeronautics and Space Administration (NASA) Johnson Space Center (JSC) is hereby soliciting information from potential sources for Emergency Medical Evacuation Services. Through this Request for Information (RFI), NASA plans to gain industry feedback on its approach to procuring cost effective solutions for NASA's Emergency Medical Evacuation service requirements. NASA JSC is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI), for the purposes of determining the appropriate level of competition for the Medical Evacuation Services 4 Contract (MedEvac 4). The services procured via the MedEvac 4 Contract will include Evacuation and Repatriation Services with an attending medical team that could include a NASA physician and medical equipment to medical facilities which provide US-standards of medical care with ultimate evacuation to home-based hospitals or facilities of NASA�s choosing. Evacuation may occur from remote locations including, but not limited to, parts of Russia and Kazakhstan. These requirements include additional medical travel services , but are not limited to, medical monitoring, medical referrals and consultations with English-speaking doctors, hospital admittance and coordination to ensure timely access to medical care, facilitation of hospital payments, coordination of insurance information, medications, vaccines, blood transfers, medical devices and replacement of corrective lenses, and transportation home after stabilization if evacuation is deemed necessary or repatriation of mortal remains. NASA anticipates a firm fixed price, pre-paid membership for group coverage to meet its service requirements.� For planning purposes, NASA currently estimates its traveling members perform a total of eighteen thousand (18,000) worldwide travel days per year. � Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this RFI. No solicitation exists; therefore, do not request a copy of the solicitation. Interested firms are responsible for monitoring this website for the release of any solicitation or synopsis. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited.� Respondents will not be notified of the results of the evaluation. The Government intends to review the responses submitted by Industry. This data will not be shared outside the Government. The Government may use this data to refine requirements. Data that is submitted as part of Industry�s response that is marked �Proprietary� will not be reviewed. All responses shall be submitted electronically via email to Portia Keyes at portia.s.keyes@nasa.gov no later than May 30, 2021. � SUBMISSION INSTRUCTIONS Industry has been invited to provide inputs to 12 areas detailed below. The response to question 1 shall be submitted in the form of an updated Statement of Work in MS Word Track Changes mode. Rationale for the suggested changes shall be submitted in a separate document. Responses to questions 2 � 12 shall be no more than five (5) pages in total length. What changes, alterations, or improvements of the Emergency Medical Evacuation Services Statement of Work, if any, would you suggest and why? � Identify any perceived barriers to market entry and provide any suggested mitigations. � What has your experience been in pricing pre-paid medical evacuation services? Discuss some of the pros and cons associated with your pricing approach. � State affirmatively whether your company would be willing to provide these prepaid medical evacuation services. � NASA is considering a SOW update to specify that NASA is the final decision maker for medical evacuation based on US-standards of medical care. How would this impact your potential proposal to include pricing? � Have there been any significant changes in the industry in the last 5 years that would impact a potential proposal? � One of the main locations that NASA operates from overseas is the Baikonur Space Cosmo-drome in Kazakhstan, which is located in tightly restricted airspace. Please provide a description of your company�s capability to provide medical evacuation services from Baikonur, Kazakhstan or other international locations with similar airspace restrictions. What considerations should NASA account for in a medevac out of an area such as Baikonur? � �NASA has drafted a requirement in the SOW, which would provide the ability for persons who may not normally be covered by NASA (e.g. family members of travelers) to purchase pre-paid medical evacuation services with the equivalent terms in this Statement of Work directly from the vendor (invoice/payment directly between traveler and vendor, without NASA involvement).� Would the vendor be willing to offer this capability and is there any related experience in industry on how to specify this requirement? � Are there any challenges or impacts to industry meeting the Commission on Accreditation Medical Transport Services (CAMTS) standards or equivalent? � As part of a medical evacuation, what services, considerations, limitations, options and efficiencies does your company typically consider in the provision of these services? � From your experience, is there anything that NASA should clarify in the requirements and why? � From your company�s history, what have been some services contemplated in NASA�s potential requirements that have significantly exceeded your basis of estimate over the life of the contract? Additionally, interested firms having the required capabilities necessary to meet the requirements described herein should submit a capability statement of no more than three (3) pages indicating the ability to perform all aspects of the effort including appropriate documentation, literature, brochures, and references. Interested parties are encouraged to address and highlight experiences working within the aforementioned types of environments.
