- THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER AND NOT A REQUEST FOR QUOTATIONS. This contract action is for the acquisition of Services for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-l(b). The National Institute of Environmental Health Sciences (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Illumina Inc., 5200 Illumina Way San Diego CA 92122-4616, for the acquisition of a NovaSeq 6000 Silver Support Plan Service Agreement. The Illumina NovaSeq 6000 DNA Sequencer system allows for the generation of large amounts of DNA/RNA sequencing to be performed within NIEHS. The objective is to aid the Epigenomics Core Lab Group in providing high-throughput technology for identifying the DNA/RNA involved in environmental diseases to DIR researchers. It is designed to fill a completely different niche, enabling much higher throughput and sequencing depth than is readily available on the MiSeq platform. A transformative addition to the industry-leading Illumina next- generation sequencing (NGS) system portfolio, the NovaSeq 6000 System delivers the power of high-throughput sequencing with the simplicity of a desktop sequencer. Its fast, integrated, sample-to-results workflow enables rapid sequencing of exomes, whole genomes, and transcriptase�s in a single run, with the flexibility to switch to lower throughput sequencing as needed. The system fits seamlessly into research laboratories, with no need for specialized equipment. The NovaSeq 6000 System�s intuitive user interface and load-and-go operation enables researchers to perform more sequencing applications at the highest depth and resolution. �Without a serviced functioning NovaS eq 6000 NextGen Sequencing instrument the Epigenomics Core would not be able to perform any mission critical research it is currently involved in. Currently, the Epigenomics Core has several COVID related studies underway with researchers from throughout DIR. Any delays could result in a negative impact on global human health and the further understanding of this disease and its progression. The anticipated period of performance will be for a twelve (12) month base period starting on 06/29/2021- 06/28/2022. The applicable North American Industry Classification System (NAICS) code for this acquisition is 811219 � Other Electronic and Precision Equipment Repair and Maintenance"" and a size standard of $20.5M. NIEHS will solicit and negotiate directly with Illumina Inc and no solicitation will be issued.� Interested parties may identify their interest and capability.� Award is subject to approval of the Sole Source Justification.� This notice of intent is not a request for competitive proposals or quotations; however, an interested party may submit a statement of capabilities if they believe they can meet the above requirement.� The statement of capabilities must be submitted in writing and contain sufficient detail to allow the Government to determine if the party can provide the requirement.� A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. �All responses must be received within (3) days from the date of publication of this synopsis.� Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement.� If no affirmative responses are received within (3) days of this notice, an award will be made to Illumina Inc.� This procurement is to be processed using Simplified Acquisition Procedures.� There is no solicitation package available.� No faxed documents will be accepted.� For any questions regarding this announcement, please contact Tanya Redfearn via email shields3@niehs.nih.gov.
