- Description
- The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to OCENCO, Inc., for the purchase Ocenco M20, M20.3, and EBA6.5 Self-Contained Self- Rescuer (SCSR) units. The National Personal Protective Technology Laboratory (NPPTL) of the National Institute for Occupational Safety and Health (NIOSH) and the Mine Safety and Health Administration (MSHA) in Pittsburgh, PA have undertaken a study to evaluate the long term field performance and reliability of Self-Contained Self-Rescuer (SCSR) units deployed in U.S. underground coal mines in accordance with Federal regulations 30 CFR � 75.1714. In collection/testing phases that cover several years, NIOSH visits selected U.S. coal mines, collects specifically identified field-deployed SCSR units by mine location, and returns them to NPPTL for testing on the Automated Breathing and Metabolic Simulator. The SCSR units that are collected for evaluation are replaced with new units from the same manufacturer and with the same model number maintained in storage by NIOSH at NPPTL. This ongoing project provides performance, reliability, and user compliance data on field deployed SCSR units. These test results are then tabulated and reported to the mining industry in formal report form. NIOSH has recently published a Report of Investigation for the most recent Long Term Random Field Evaluation Phase III (LTR3) study. The Long Term Random Field Evaluation Phase IV (LTR4) study was begun during the 4th quarter of FY19. New Ocenco M20 and M20.3 SCSR units must be acquired in order to replace those Ocenco M20 and M20.3 SCSR units removed from the mines for LTR4 testing and evaluation. Therefore, it is necessary to purchase eighty-five (80) Ocenco M20 SCSR, eighty (80) Ocenco M20.3, and 20 EBA6.5 SCSR units at this time so that they can be held in reserve for use in the LTR4 project. Ocenco is the only supplier of the Ocenco M20, M20.3 and EBA 6.5 SCSR units and, therefore, these units must be purchased from Ocenco. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested parties may identify their interest and submit documentation of their capability to respond to the requirement. This notice of intent is not a request for competitive quotations; however, all responses received within eleven (11) days of the issuance of this notice will be considered by the government.� A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� Any response should be emailed to the appropriate point of contact at �EEH3@cdc.gov by 11:00 AM on 7 June 2021.
