- This is a Sources Sought to conduct market research to determine the availability of Service-Disabled Veteran Owned Small Business vendors capable of providing the requirement for MRI RF Shielding Test. Please see Statement of Work and Item List below for details. This requirement is for the Ralph H. Johnson VA Medical Center. The sources sought does not guarantee the issuance of an RFQ. If you have the availability to provide the requirement, please respond to the sources sought with a capabilities statement. The sources sought is issued solely for information and planning purposes. It does not commit the Government to contract for any supply or service whatsoever. The VA is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to the sources sought; all costs associated with responding to the sources sought will be solely at the interested vendor s expense. Not responding to the sources sought does not preclude participation in any future RFQ, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. Please note that requirements defined to date may change before a final solicitation is released. Provide Past Performance (if applicable) STATEMENT OF WORK: RadioFrequency Testing Request for 3T MR Shielding Ralph H. Johnson VA Medical Center, Charleston SC Service Agreement The Ralph H Johnson VA Medical Center (RHJVAMC) Healthcare Technology Management Service requests an RF test on the existing RF shield system. The Contractor shall provide all necessary tools and be performed in accordance with IEEE-299 RF Testing. The Contractor will perform Standard maintenance on one (1) RF Shielded door and RF Pre-qualification test and report covering overall condition of RF Shield. Work performed will be in D269E. Background RHJVAMC requires an additional RF shielding test for the installation of a Siemens SKYRA 3T Magnetic Resonance (MR) system in room D269E due to prior failures of passing the RF pre-qualification test. The work request is emergent prior to a possible contract modification to the MR installation. The Contractor s RF test will serve as a verification test to the current MR install. Scope of Work/Service to be Provided The Contractor will include the following: To perform the RF Testing during hours as agreed upon by RHJVAMC and the Contractor. The Contractor will be given clear access to the site of the work being request. The Contractor will provide Standard maintenance on (1) RF shielded door and RF pre-qualification test and report indicated overall condition of RF Shield. Performance Period Test will be scheduled from time of award of contract to proceed. One (1) two (2) weeks for pre-qualification test. Work at the Government site shall not take place on Federal holidays unless directed by the Contracting Officer (CO). Contractor will work outside normal business hours as mentioned in the quotation. Any additional charges beyond the quoted amount must have prior approval by the CO/COR. Type of Contract Firm-fixed-price Extension of Contract: This contract may be extended in accordance with FAR Clause 52.237-3 Continuity of Services, in order to transition the services to a successor. Hours of Coverage The contractor will provide all required services and support outside the normal business hours (8:00 AM to 5:00 PM EST M-F), excluding federal holidays and weekends. The contactor must arrange with the Contracting Officer Representative (COR) or VA Project Manager to schedule work and facility access outside of these parameters. Federal Holidays Observed by the VA Medical Center Federal Holidays New Year s Day January 1st Martin Luther King s Birthday 3rd Monday in January President s Day 3rd Monday in February Memorial Day Last Monday in May Independence Day July 4th Labor Day 1st Monday in September Columbus Day 2nd Monday in October Veteran s Day November 11th Thanksgiving Day Last Thursday in November Christmas Day December 25th (And any other day specifically designated by the President of the United States.) Security Requirements Upon arrival at the VA Medical Center, all Contractor personnel shall be required to report to Biomedical Engineering (G200) for a temporary ID and then to the COR for check-in. This check-in process is mandatory. When the service is completed, the personnel shall be required to check out with the COR. The contractor's field service employee shall wear visible identification at all times while on the premises of the VA Medical Center. IT Security Requirements VA information technology certification and accreditation requirements do not apply to this contract and a security accreditation package is not required. The vendor s employees will not access the VA Systems. No work requirement is web-based and does not use internet or any external websites to perform its functions. XIII. CONFIDENTIALITY AND NONDISCLOSURE It is agreed that: The preliminary and final deliverables and all associated working papers, application source code, and other material deemed relevant by the VA which have been generated by the contractor in the performance of this task order are the exclusive property of the U.S. Government and shall be submitted to the CO at the conclusion of the task order. The CO will be the sole authorized official to release verbally or in writing, any data, the draft deliverables, the final deliverables, or any other written or printed materials pertaining to this task order. No information shall be released by the contractor. Any request for information relating to this task order presented to the contractor shall be submitted to the CO for response. Press releases, marketing material or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the CO.
