- This is not a solicitation announcement. This is a Sources Sought Notice for the identification of potential small business vendors to provide Autopsy Assistant Services for the Captain James A. Lovell Federal Health Care Center, 3001 Green Bay Road, North Chicago, IL 60064. The purpose of this notice is to gain knowledge of potential qualified sources. Consistent with the VA's Veterans First Contracting Program, VA is particularly interested in identifying Service-Disabled Veteran-Owned Small Businesses and/or Veteran-Owned Small Businesses with the capability to perform the services. The contractor shall provide all necessary labor to support the anatomic pathologists in the performance of an autopsy. Autopsy Assistant services are required approximately three time per year, Monday through Friday (no weekends or holidays). Autopsies will not begin prior to 8:00 am or after 3:00 pm unless mutually agreed upon between the attending pathologist and the autopsy assistant. Anticipated award will be a base performance period from approximately August 1, 2021 through July 31, 2022 with four one-year options to extend. Contractor personnel assigned to perform the services shall have two (2) years of college with a science background and skills and experience in anatomy and dissection techniques. Experience level preferred in having performed the below functions in 25 or more autopsies. Specific Functions: Place and prepare the body in the proper position on the autopsy table at the agreed upon time. Check and set out the necessary and appropriate instruments, containers, solutions, and other equipment for use during the autopsy. Open the decendent body (head and trunk). Dissect the body per the instructions of the pathologists. Use power surgical instruments to remove skullcap and remove brain, if requested. Weigh and properly identify specimens and place in the appropriate solutions and containers. Maintain the gross specimens. Close the decedent body (head and trunk). Suture, wash, dry, cover, and place the body in body bag and refrigerate the body immediately after the autopsy. Completely clean and disinfect the autopsy room, instruments, equipment, scales, and other contaminated and soiled items and areas immediately after the autopsy. Discard biohazard waste in the appropriate containers. Follow safety procedures and policies for universal precautions, tuberculosis and other infectious cases, and handling of formalin. All interested and capable respondents are requested to provide the information below. All responses to this notice shall include: company name, address, point of contact, phone number, DUNS number https://sso.dnbi.com, a statement that all above requirements can be met, and pricing for full and partial autopsy. Responses must be received in writing no later than 10:00 AM CT, Wednesday June 2, 2021. All contractors interested in doing business with the Government must be registered in the System for Award Management (SAM). The website for registration is https://sam.gov/content/home.
