- Notice Type: Notice of Intent to Sole Source Title: Virtual Research Conference Description: The Office of the Secretary intends to award a Sole Source contract for the Bureau of Economic to The National Bureau of Economic Research (NBER), 1050 Massachusetts Avenue Cambridge, Massachusetts 02138-5398, for support in BEA�s acquisition of information about how to expand the scope of the accounts to better measure economic progress and sustainability.� NBER will organize and hold a Virtual Research Conference of experts from the CRIW in September 2022.� In addition, NBER will edit and produce a conference proceedings volume as part of the NBER Studies in Income and Wealth publication series.� �The North American Industry Classification System Code (NAICS) is 541910- Marketing Research and Public Opinion Polling. The National Bureau of Economic Research is the only responsible source known to provide expert alternate measurement of economic wellbeing information, news, and insights. It is The Office of the Secretary intent that the proposed action may be awarded on a sole source Firm Fixed Price type contract.�The period of performance for this effort will be a 12-month base from June 29, 2021 through June 30, 2022, to The National Bureau of Economic Research, under the authority of Federal Acquisition Regulation (FAR) Subpart 13 Simplified Acquisition Procedures. Requirement: Please see attached SOW Sole Source Justification In accordance with FAR 6.302-1, Only One Responsible, The National Bureau of Economic Research is the only organization who can provide the services needed. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals. However, all interested organizations may submit their capability statements and qualifications which will be considered by The Office of the Secretary, BEA. Responses must be in writing and must be submitted electronically to Rosalyne Snow, Contracting Officer at rsnow@doc.gov �by 10:00 AM EST on, June 4, 2021. Responses must include pricing information.
