Description
INTRODUCTION: The Sanitation Facilities Construction Program was created via P.L. 86-121 with the primary purpose of providing safe sanitary facilities for Indian homes.� The home sites served by this project currently do not have safe drinking water and sewer, and are eligible for assistance under the SFC Program. The Billings Area Indian Health Service in Billings, Montana is acquiring construction services in accordance with the attached technical specifications associated with Request for Quotation (RFQ)-21-011-TRS for water pressure systems and drainfields with performance occurring on the Crow Indian Reservation, Montana. The procurement is conducted pursuant to the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures and FAR 36, Construction and Architect�Engineer Contracts. NOTICE OF INDIAN SMALL BUSINESS ECONOMIC ENTERPRISE SET-ASIDE. Under the Buy Indian Act, 25 U.S.C. 47, offerors are solicited only from Indian economic enterprises that are also small business concerns. Any acquisitions resulting from this solicitation will be from such a concern. Offerors received from enterprises that are not both Indian economic enterprises and small business concerns will not be considered and will be rejected. SCOPE OF WORK: The scope of work is to provide septic systems and well pumping systems for the existing homesites to provide domestic water and wastewater for the residents of the home.� The well pumping system will serve as a source of water for the existing home, and training will be given on how to operate the well pumping system. The septic system will allow for the sanitary disposal of sewer waste for the existing home, and training will be given on how to operate the septic system. PERIOD OF PERFORMANCE:� Period of Performance will for 12-months contingent upon award. WAGE DETERMMINATION: General Decision Number: MT20210076 Dated 03/12/2021 is applicable to the construction services as set forth in 40 U.S.C. chapter 31, subchapter IV, Wage Rate Requirements (Heavy), formerly known as the Davis-Bacon Act. The estimated price range for this project is between $100,000 and $250,000. One of the payment protections referenced in Federal Acquisition Regulation (FAR) 52.228-13, �Alternative Payment Protections (JUL 2000)�, must be submitted to this office prior to commencing work.
