Description
Purpose: In accordance with FAR Part 10, SSP is conducting market research to identify firms who have the capabilities and qualifications to provide SSP's Board of Directors (BOD) and Comptroller Office (SP13) with the implementation, customization, deployment, and maintenance of an �end-to-end� online planning and budgeting tool. This tool shall be used to support a robust, maintainable, web-based system that will allow SSP to maintain a detailed and locked program financial database. Additionally, this tool shall enable unique SSP integrated business process solutions for Planning, Programming, Budgeting, and Execution (PPBE) efforts including the creation and management of SSP �budget packages,� external budget exhibits, internal budget structures, and financial reporting.� SSP is seeking capability statements which identify vendor's current capabilities to perform/ execute the requirements identified below and who meet the minimum qualifications identified below. Background: SSP does not currently have an �end-to-end� solution that can meet its PPBE needs. The command utilizes Navy Enterprise Resource Planning (ERP) for current year (CY) execution and planning and relies on legacy tools for future year (FY) planning, programming, and budgeting. These legacy tools require significant manual data entry and no longer meet the modern needs of the command. Description of Requirements: SSP requires contractor support to build and maintain a web-based system to support its business needs.� Technical requirements of the web-based system include the ability to create and maintain the following: A .�End-to-End� Online Planning and Budgeting Tool (Planning): The contractor shall produce a tool to be provided to the government; the government will install the tool onto SSP�s unclassified Strategic Weapons System Network (SWSNET). Approximately 300 SSP government and contactor personnel will be using the tool via SWSNET from geographically separated locations across the United States. The contractor shall provide technical support for installation, configuration, and STIG testing of the tool onto the SWSNET. �The contractor shall not have administrative access to SWSNET. Based on SSP�s strategic vision, mission, goals, objectives, requirements, and business plans the Contractor shall develop a comprehensive end-to-end online planning and budgeting tool for identified SSP Branches and FAs and all applicable financials. The Contractor shall provide a standard approach and tool for financial planning, programming, budgeting, and financial analysis to capture SSP budget packages. SSP budget packages are the core product used to support budget planning for future years. These packages encapsulate a plan to expend funds that are provided for a specific purpose. To support this effort, the contractor must develop and deliver the following: � The web-based platform must enable the creation and maintenance of SSP Budget Packages and house all applicable data to include cost data for labor rates, material quantity procurements, explanation of year-to-year changes, CY and Prior Year (PY) execution, and FY budgetary data for 60+ years. The ability to allow users to import cost data using a standard import format and allow users to download the import template, pre-populated with existing data when desired. All budget package data must be exportable to PDF and MS Excel 2016. The tool shall generate BOD package forms corresponding to the appropriate levels based on pre-defined templates. Auto-generated BOD package forms shall stay up-to-date as any changes are made to the budget package submission or underlying cost data. The tool shall include the ability to display live dashboards that provide customizable views based on end-user defined roles. These dashboards shall include the ability to view budget package approval data & status, command asset position, and financial status updates. Labor database with auto escalation. The tool shall include the ability to add several work performers (e.g. ABC Inc., DoD ContractorX) with individual annual escalation rates (e.g. 1.2%, 2.5%). The escalation rates shall be tailorable for different FY�s and different budget packages. The tool shall include automated workflows for the review and approval of budget packages and subsequent data. Workflows shall be defined at the branch, Key Initiative, or budget package level and can be customizable based on command preference. Develop and deliver a tool integrated within SSP�s standard approach/tool that shows how requirements could shift based on a changing environment and allows for the tool to be updated by the government at a later date. B.��End-to-End� Online Planning and Budgeting Tool (Programming): In addition to capturing the �Planning� requirements in Section A above, the planning and budgeting tool must also capture various programming aspects of the SSP business process to include: external and internal financial controls; the ability to define, house, & manage all contract financial data to be utilized within budget packages; and the ability to capture planning documents to be utilized for execution within Navy ERP. The contractor shall provide an end-to-end online planning and budgeting tool to include: All basic account structure information that supports the subsequent business processes for SSP, including appropriation, P-1 (budget line item), External Control Category (ECC), Management Account (MA), and Suffix. All Suffix values must sum up to their MA. All MAs and Reserve accounts must sum up to their External Control. All External Controls and Reserve accounts must sum up to their P-1. All P-1�s must sum up to their Appropriation. All financial data, including MA and Suffix data shall be tagged to an appropriate budget package. Tool must be able to capture all SSP appropriations to include O&MN, OPN, RDT&EN, WPN, SCN, and UK funding. Provide unique user permissions to permit for branch-specific views by MA; Budget Package; Branch; and/or Key Initiative. Flexibility and ability to update or convert current MA and Suffix structure to a future command-wide work breakdown structure or other future account structure changes. A history record shall be maintained for the date, time, and user of all account structure transactions. The tool must support the creation of SSP Plan Documents which provide an organized way to plan current and future procurements. Tool shall provide ability to create new plan documents derived from cost and task data within approved budget packages. Plan documents may be automatically derived from budget package task data or manually created by end-users. Plan Documents must follow SSP naming and numbering conventions to identify the kind and amounts of funds to be applied to an anticipated procurement requirement. Plan documents shall be used to link SSP budget planning to actual execution. Tool shall provide various financial reports that can be exported into MS Excel. Reporting data shall include: Real-time asset position data, approved/requested financials; and/or a customizable set of financial data to include ability to filter or aggregate on: P1, ECC, Branch, Budget Package, Key Initiative, Program, Management Account, and/or Management Account Suffix. Fiscal years are selectable, but by default, the report shall select the current review cycle year, plus the subsequent seven years. C. �End-to-End� Online Planning and Budgeting Tool (Budgeting and Execution): In addition to capturing the �Planning� requirements in Section A & B above, the planning and budgeting tool must also capture various budgeting and execution management aspects of the SSP business process to include:�� Ability to import and export ERP planning and execution data directly into and out of the tool. Specifically, the tool shall provide the ability to link ERP execution data via ZRQIS0002 report to the budget packages and associated planning data housed within the tool. Additionally, the tool shall provide an export feature for FY planning data into MS Excel 2016 document to be utilized for ERP CY and FY planning purposes. Generate enhanced reports based on budget package and planning data to be utilized for the creation and maintenance of external budget exhibits. Reports must be customizable based on pre-determined fields and include the ability to generate detail contract information, vendor information, and material quantity/procurement data. D. Provide completed Application Security and Development Checklist: Provide a completed Application Security and Development Checklist using the latest Security Technical Implementation Guide (STIG) (as of 28 July 2020, checklist file version 4, Release 11). The format of the deliverable is the completed checklist file (.ckl) The level of the information contained in the completed STIG checklist should be no higher than controlled unclassified information (CUI).� In order for the software deliverables to be accepted, there shall be no open category (CAT) I or CAT II items in the STIG checklist. Provide media and documentation for government installation onto SSP Enterprise systems: Provide the following media and documentation: Application Configuration Guide (V-70405). The guide shall include SMTP configuration (URL & Port) to use SSP Digital Signing eMail Proxy Server and Roll-back procedures. Threat Model (V-70389) High-Level System Architecture Diagram. The diagram shall include List Ports and Threat boundaries. The application deliverable shall be compliant with SSPINST 5230.19, STRATEGIC WEAPONS SYSTEMS NETWORK POLICY FOR JOINT UNITED STATES/UNITED KINGDOM SYSTEMS, and OD 70029, Joint U.S. / UK System Requirements. F.� Provide training materials and training support: The contractor shall provide training materials, such as but not limited to PowerPoint or other appropriate materials for initial training for both the SPCIO system administrators and the End Users. Provide training support to present the training either in person or virtually. Then length of training shall be proposed by the contactor, but expected to take less than a full 8-hour work day including breaks. After initial deployment, as the contactor updates the Tool, the contractor shall provide additional training materials for SWSNET system administration and End User personnel corresponding to those updates. The contractor shall provide training support for major updates to the Tool, either in person or virtually. G. Minimum Qualifications/Content Requirements: The government will have unlimited data rights in all data delivered per DFARS clause 52.227-17, Rights in Data-Special Works. The Contractor shall provide personnel who maintain a secret level clearance to enable the appropriate level of building access to conduct necessary meetings and other data gathering requirements.
