- STATEMENT OF WORK for Chainalysis Inc. Subscriptions to Chainalysis Rumker and subsequent Training and Support Packages for the Office of Foreign Assets Control (OFAC) 1. BACKGROUND The Department of Treasury�s Office of Foreign Assets Control (OFAC) is requesting a subscription to Chainalysis Inc.�s Chainalysis Rumker and subsequent Training and Support Packages for mission-critical research.� OFAC requires a commercial online blockchain tracing web-based application tool to equip investigators in its Office of Global Targeting (OGT) to analyze and track virtual currency transactions e.g. Bitcoin, in order to gather attribution information on involved parties that OGT may put on the SDN List. This tool would specifically support cyber sanctions implementation undertaken by OFAC.�� All Assets license includes every asset Chainalysis has coverage for today and will include any added in the future on a quarterly basis. The License also includes a dedicated Customer Success Manager to OFAC, and premium 24 hours a day, 7 days a week, and 365 days a year support. Chainalysis meets OFAC�s requirements by effectively providing the following capabilities: Address clustering Transaction flow mapping and graphing Wallet explorer Analysis of user behavior, exchange rate, trade, and market data Moreover, Chainalysis� use by key industry, U.S. Government, and foreign partners necessitates OFAC�s use of the same tool to be able to collaborate easily and seamlessly with these partners in investigations and anti-money laundering and terrorist finance inquiries. Each automated blockchain tool in this space is distinctive given the variety of features and unique heuristics, algorithms, and data to which they have access. 2. SCOPE The purpose of this requirement is for Chainalysis Inc. to provide the following subscription services to the Office of Foreign Assets Control (OFAC): Chainalysis Rumker All Assets 1 Concurrent License: Each License provides access to 5 Users but can only allow for 1 user logged in at a time per license for all assets covered by Chainalysis today and in the future. Ongoing Case Support: Chainalysis Ongoing Case Support. Get Certified Training Package - Reactor Only - Chainalysis Reactor Certification Training Course: Chainalysis Reactor Certification (CRC) course delivered virtually for up to 10 users at OFAC (For Contract Base Period Only). Get Certified - Specialist Training - Chainalysis Investigations Specialist Certification Training Course: Chainalysis Investigations Specialist Certification (CISC) Training course delivered virtually for up to 10 people at OFAC (For Contract Base Period Only). The contractor shall provide online access to the digital libraries specified in the contract vehicle. 3. APPLICABLE DOCUMENTS N/A 4. SPECIFIC TASKS The contractor shall provide online subscription services via the Chainalysis website platform, 24 hours a day, 7 days a week. 5. GOVERNMENT-FURNISHED EQUIPMENT AND GOVERNMENT-FURNISHED INFORMATION N/A 6. PLACE OF PERFORMANCE Services will be available online via the contractor�s website.� The license will be used at workstations in the Main Treasury and Annex buildings, and on government issued computers for employees who telework. 7. PERIOD OF PERFORMANCE Base Period: 7/15/2021 � 7/14/2022 Option Period 1: 7/15/2022 � 7/14/2023 Option Period 2: 7/15/2023 � 7/14/2024 Option Period 3: 7/15/2024 � 7/14/2025 Option Period 4: 7/15/2025 � 7/14/2026 8.� INSPECTION AND ACCEPTANCE N/A 9. WORK HOURS Online service is available 24 hours a day/7 days a week. 10. SECURITY Information is unclassified and does not require DD Form 250. 11. 508 COMPLIANCE This service must meet industry standards to comply with 508 regulations.
