DISCLAIMERS This Request for Information (RFI) is for informational, planning, and market research purposes only.� Any information submitted by respondents as a result of this notice is strictly voluntary.� Responses to this RFI may be used for determining a future acquisition strategy for the Navy.� This RFI shall not be construed as a solicitation, request for proposal, request for a quote, or an obligation on the Government's part.� This announcement may or may not be associated with a future Navy procurement.� All information shall be provided by respondents free of charge to the Government.� There is no funding associated with this announcement.� The Government assumes no financial responsibility for any costs incurred.� The Navy will safeguard respondents� submitted material/information in accordance with the applicable Government statues and regulations.� The Navy will not accept any classified material. The Navy hereby notes that membership of the extended Navy team includes Government support contractors. Information marked �proprietary� by respondents will not be shared with non-Government employees unless the Navy receives express permission from the source of information to do so.� All submissions will become Government property and will not be returned. NAVSEA may request further information regarding respondents' self-assessed capabilities and may request a presentation and/or a site visit. Any such requests would not signify preference nor selection. DESCRIPTION SUMMARY In accordance with FAR Parts 7 and 10 and DFARS Parts 207 and 210, the Naval Sea Systems Command (NAVSEA) is hereby issuing this RFI as a means of conducting market research to identify interested industry partners with the resources to support the AN/USQ-82(V) Program (Data Multiplexing System (DMS)) in a Design Agent (DA) services capacity. The AN/USQ-82(V) Program is the mission-critical, general-purpose, Interior Communications (IC) network system for the DDG 51 Class Destroyers as well as other platforms such as LHA-8, AEGIS Ashore Land-based Test Sites, and Foreign Military Sales (FMS) Destroyers.� This network transfers information for the Machinery Control System (MCS), Damage Control System (DCS), Steering Control System (SCS), Navigation Display, and Interior Communications (IC) Alarms and Indicators, as well as other Hull, Mechanical, and Electrical (HM&E) interfaces and select combat system interfaces.� The Gigabit Ethernet Data Multiplex System (GEDMS) is the current variant installed on new construction DDG 51 ships and back-fit as part of the DDG Modernization program. In addition to GEDMS, the Navy is also hereby gauging industry willingness and capability to support prior A/USQ(V) variants, DMS, and Fiber Optic Data Multiplexing System (FODMS) until those systems are fully phased out of the Fleet. The Navy currently plans new construction procurements of GEDMS through Hulls DDG 117 � 148 and back-fits on Hulls DDG 51 - 110. This market research may inform the Navy regarding its acquisition strategy on a future requirement(s) as well as may provide a future prime contractor the resources for meeting both small business goals and socioeconomic objectives. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541512, Computer Systems Design Services. Contractors for any future DA services procurement would likely be required to provide innovative design, production, installation, component reuse, and repair processes/procedures in support of managing AN/USQ-82(V) inherent obsolescence issues while keeping the system technologically relevant. This requirement includes having the capability to provide advanced and specialized system sustainment technical engineering, cybersecurity enhancement, configuration management, system development, environmental qualification, integration, performance and verification testing, and technical support. Additionally, any future procurement would likely require contractors to provide Subject Matter Expert (SME) labor for systems engineering, system and interface design, developmental & qualification testing, troubleshooting, issue resolution, Technical Data Package (TDP) maintenance, cybersecurity analysis and updates, configuration management, parts obsolescence management, Commercial Off The Shelf (COTS) refresh, Maintenance Group engineering support, software and firmware design, coding & testing, Adaptation Data Kit development, and AN/USQ-82(V) technical assistance. Lastly, any future procurement would likely require the contractor to provide engineering services at land-based sites to resolve deficiencies and support testing and training. This includes work at land-based facilities and works at the contractor facility, performing or in support of testing, training, and other land-based activities. As the DA, the contractor would be required to provide and maintain local testing labs. The prime contractor's primary facility for supporting any future requirement must be cleared at the SECRET level for information processing and storage.� The contractor would be required to comply with DoD Physical Security Program Requirements SUBMISSION INSTRUCTIONS Interested parties that consider themselves qualified to perform all or some of the services delineated herein are hereby requested to submit a response. Responses should reflect both interest in and capability to provide all or some of the services delineated herein. At a minimum, responses shall include the following: Organization name, physical address, web site address if applicable, and size and type of ownership of the organization Points of contact information and associated email address(es) and telephone number(s) for one or more company individuals who could answer follow-up market research questions� Description of experience and current technical capabilities to support the Navy in a potential DA services capacity Description of experience and current capabilities to stand-up a lab(s) in support of testing and troubleshooting the AN/USQ-82(V) system The current facilities clearance level and capabilities of personnel and facilities�� Responses shall be provided electronically; acceptable formats are limited to Adobe PDF, Microsoft Word, and Microsoft PowerPoint files. Responses shall be limited to seven (7) pages/slides per submittal, single-side only. � Small businesses, veteran-owned businesses, service-disabled veteran-owned businesses, HUB Zone small businesses, and women-owned businesses are highly encouraged to submit a response.� Responses shall be submitted by 1500 (EST) on�25 June 2021 and shall be e-mailed to both Contract Specialist, Brittany Burton, at brittany.burton@navy.mil and Contracting Officer, Shaun Miles, at shaun.c.miles@navy.mil.
