Description
NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: Automated Weight-Based Inventory Management Announcement No.: 36C24621Q0738 The Government hereby submits a notice of intent to award a sole source Firm-Fixed-Price, open market order for a commercial-of-the-shelf (COTS) Automated Weight-Based Inventory Management System. This requirement is for the delivery and turn-key installation of an Automated Weight-Based Inventory Management System for the following VA Medical Center locations: Salisbury, Salem, Charlotte, and Kernersville. This system will allow our Supply Chain Management personnel to better manage expendable supplies at primary and secondary clean rooms. The total estimated value is $2,782,335.08. Market research has been conducted and it has been found that the Automated Weight-Based Inventory Management system currently in use at the Salisbury is proprietary technology to PAR Excellence. According to the manufacturer there are no compatible systems and PAR Excellence is the sole source for this system. Furthermore, a sources sought was posted on Sam.gov to ascertain comparable products in the marketplace that can meet the Government s need. The sources sought notice yielded only one source. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the Salisbury VAMC. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is not a request for quote or proposals.
