Description
The U.S. Nuclear Regulatory Commission (NRC) is issuing a pre-solicitation notice for a requirement entitled, �Technical assistance for the assessment of high entropy or multi-principal element alloys for nuclear applications.� Background: High entropy alloys (HEAs) (or multi-principal component alloys, as they are also called) have the potential to provide bespoke solutions for materials needs in a variety of applications. For example, in the case of advanced reactors, where higher neutron flux, a more corrosive environment and higher operating temperatures could create significant challenges for structural materials, HEAs have been identified as having the potential to replace conventional materials in structural applications. It is possible that HEAs could be used in the future for nuclear applications, particularly since they have shown promising resistance to radiation compared to common alloys. For example, HEAs such as Al0.3CoCrFeN have the potential to better maintain dimensional tolerance and mechanical performance under irradiation. The U.S. Nuclear Regulatory Commission (NRC) needs to be prepared to license such advanced alloys and ensure that the regulatory infrastructure is in place to allow for the application of these materials in a way that assures public health and safety. Objective: The objective of this acquisition is to obtain technical assistance on the use of HEAs in future nuclear applications. The technical assistance shall include the following: (1) Documenting the state of the art of these novel materials with respect to their current and future potential uses, including in nuclear applications; for example, in the construction of and fabrication of components for advanced reactor concepts (2) Assessing available information, data and knowledge of the types of HEAs that would be most suited for nuclear applications (3) Estimating the viability of commercialization and the timeframe for such applications; and (4) Identifying technical and knowledge gaps that would need to be closed for these materials to be used in nuclear applications. Value: The maximum value of the awarded contract price shall not exceed $150,000.00. The North American Industry Classification System (NAICS) code for the services required is 541715 �Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology).� Request for Proposal (RFP) No. 31310020R0041 will be posted for full and open competition under FAR Part 15 about 15 days after this pre-solicitation notice is posted. Closing date for receipt of proposals will be on, or about, 30 days thereafter. RFP No. 31310020R0041 will be distributed solely through www.sam.gov . All future information about this acquisition, including solicitation amendments will also be distributed solely through the sam.gov website. Hard copies of the solicitation document and its related documents, as appropriate, will not be available. Because this RFP will be posted on this website, interested parties are instructed NOT to call, send letters, e-mails or faxes requesting the RFP. Interested parties are responsible for monitoring the sam.gov website to assure that they have the most up-to-date information about this acquisition. The Government will not reimburse interested parties for any cost associated with responding to this business opportunity. Vendors must be registered with the System for Award Management (SAM) database to receive a government contract award. Vendors must also be registered in Representations and Certifications Applications (included in SAM). The North American Industry Classification System (NAICS) Code applicable (541715 listed above) to this acquisition must be in vendor's SAM registration.
