Description
The Army Oil Analysis Program (AOAP) managed by the Logistics Support Activity (LOGSA) is required to provide AOAP laboratory management, operation, and training for Continental United States (CONUS) and Outside the Continental United States (OCONUS) laboratories, which support both U.S. and Foreign Military Sales (FMS) program customers. (Currently, the AOAP supports the Kuwaiti government through FMS case number/LOA KU-B-ULX.) The AOAP is a maintenance diagnostic program that monitors lubricant condition and detects impending component failures, allowing Army units to identify faults and perform maintenance before more severe/catastrophic damage to components occurs. AOAP contractor operated laboratories are located throughout the world with eight CONUS and two OCONUS regional locations. The AOAP Program Manager (PM) determines the Department of the Army (DA) laboratory operations requirements based on the fluctuating needs of the DA. This new Firm- Fixed-Price (FFP) contract will provide for personnel to operate, train and maintain both fixed-based and mobile laboratories in the CONUS and OCONUS. This requirement is totally a small business set aside. All questions, comments, and interactions about the AOAP draft solicitation and award shall be addressed to the OCO and/orContracting Specialist via email: dod.redstone.dod.mbx.aoap-re-compete@mail.mil no later than 22 May 2021 at 16:00 Central time. All questions shall be submitted in writing and reference the document, page and paragraph, as applicable. Any questions not submitted in the format required will not be answered by the Government. Telephone inquiries will not be accepted or acknowledged. The Government reserves the right to deny any questions received after the aforementioned date.
