- OVERVIEW: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate solicitation will not be issued. The solicitation number is RFQ-NIAID-2067766 and it is issued as a Request for Quotes (RFQ). This acquisition will be awarded under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2021-05 and effective 03/10/2021. The North American Industry Classification System (NAICS) code for this procurement is 541611 - Administrative Management and General Management Consulting Services, with a small business size standard of $16.5 million. This requirement IS A WOMAN OWNED SMALL BUSINESS SET ASIDE. STATEMENT OF NEED: National Institute of Allergy and Infectious Diseases (NIAID), Division of Clinical Research (DCR) plays an integral role in facilitating the efficient and effective performance of NIAID research programs on both the domestic and the international level. The purpose of this acquisition is to provide assistance in professional strategy management, financial and program implementation/planning services to support the optimal functioning of the DCR in performing its mission.� Type of Contract: Time and Materials Primary Place of Performance: Rockville, MD Period of Performance: One year with two, one-year option periods Anticipated award date: June 25, 2021 See attached Statement of Work (SOW) for details. All responsible and eligible sources may submit a quotation, which will be considered by the agency.� INSTRUCTIONS: All quotes must include: price(s) (unit price, extended price, total price); point of contact: name, phone number & email; and DUNS # and Cage Code. Each response must also include two volumes: a price quote and a separate technical quote that clearly indicates the capability of the vendor to meet all specifications and requirements. The Government may evaluate only those quotes that fully meet the requirements as outlined and respond to the solicitation instructions and requirements. Failure to furnish a full and complete quote as instructed may result in the Vendor�s response being considered non-responsive and will therefore be eliminated from further consideration and award. Woman Owned Small Business (WOSB) or Economically Disadvantaged Woman Owned Small Business (EDWOSB) certification is required. If the offeror is not designated as certified or does not have a pending application for certification in the Dynamic Small Business Search (DSBS) at the time of the submission of the offer, its offer is not eligible for award and will be removed from consideration. Any award resulting from this solicitation will be made to a WOSB or EDWOSB concern designated as certified as a WOSB or EDWOSB concern in DSBS. The WOSB and EDWOSB representations completed in response to FAR provisions 52.212-3, 52.219-1, or 52.219-28 will not be used for this award. To be eligible for award, offerors must have the NAICS Code 541611 - Administrative Management and General Management Consulting Services and a current registration in the System for Award Management (SAM). SAM will be checked to verify the quoter�s status before any evaluation is conducted. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation (www.sam.gov). [Note: Lack of registration in the SAM will make a vendor ineligible for award]. Submission shall be received not later than June 21, 2021 @ 6 PM EST Quote must be submitted via email to the Contract Specialist, Christine Illanes at Christine.illanes@nih.gov or 240-627-3379. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f) (Jun 2020). All or part of the successful vendor�s quote may be incorporated in any contract resulting from this solicitation. The successful vendor�s quote may be incorporated by reference. QUOTATION FORMAT: The total page limit of your technical quotation, exclusive of CVs/Resumes and other attachments, is 25 pages. �The total page limit of your submission (including technical quote, Cover Letter, price quote, and CVs/Resumes or other attachments) is 40 pages. The vendor shall provide one quote with pricing only and one technical quote. The technical quote must not contain any pricing information.� Price Quote: The price quote must be a separate volume from the technical quote. The quote must contain sufficient information to allow the Government to perform an evaluation of the proposed price. �The Offeror must identify the labor category(s) to be utilized for this effort, the hourly rate(s) proposed, and any other proposed associated materials costs, for calculating the proposed price for this effort. �The quote must specify fixed hourly rates that include wages, overhead, general and administrative expenses, profit, and any and all discounts. �The quote will include the price for the entire period of performance based on the proposed labor category(s) (hours and rates). The offeror must specify whether the fixed hourly rate for each labor category applies to labor performed by the offeror, subcontractors, or entities (divisions, subsidiaries, or affiliates) of the offeror under a common control.� Technical Quote: The technical quote must address: � � ���� �Discuss the process for providing the services under each Service Area, including what methods and tools will be used and in what sequence.� � � ���� �Provide a draft management plan that demonstrates understanding of the requirements and how the plan benefits the government. The plan should address expertise in clinical research settings, facilitating strategy management across multiple divisions and projects, and competence working in international partnerships. � � ���� �Document how deliverables concerning complex funding allocations and financial resources will be tracked and managed. This includes accommodating the unique funding allocations of biomedical institutions and Intramural and Extramural funding sources under multiple programs. � � ��� � Identify any anticipated conflicts of interest and a proposed mitigation plan if any are identified. � � ���� �Address how multiple sources of information and diverse stakeholders will be engaged with consistently. This includes collaborating and coordinating with internal staff, subcontractors (if any), consultants, Government staff across divisions, other research organizations, and academia in multiple domestic and international locations. � � ���� �Identify all staff that will perform under the contract and provide letters of commitment for all proposed personnel not currently employed by the offeror, including proposed subcontractor relationships. � � ���� �Include resumes for all proposed personnel that clearly describe the required qualifications, expertise, and minimum education levels as stated in the SOW. � � ���� �Clearly demonstrate minimum seven (7) years of corporate experience with similar services as defined in the SOW. That experience must involve work with biomedical institutions and in clinical research settings. � � ���� �Provide up to three previous or current contracts performed within the last seven (7) years that are most similar in size, scope, and complexity to this acquisition. Describe how each example is similar (and dissimilar) to this work. This must include summaries of the work performed, personnel resourcing, dollar values, and points of contract for each example. EVALUATION: The Government intends to award a purchase order resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. Offerors shall provide sufficient information for the Government to determine its level of confidence in the ability of the Offeror to perform the requirements. The following factors shall be used to evaluate offers: technical approach, prior experience, and price. Quotes that do not meet the material terms of this solicitation will not be evaluated. The Government anticipates selecting the offer that represents the best value to the government without engaging in clarifications with quoters but reserves the right should it be deemed in the Government�s best interest. Quoters are strongly encouraged to submit their best technical solutions and price in response to this RFQ. To facilitate the award process all quotes should include a statement regarding the terms and conditions herein as follows: ""The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion or addition."" OR ""The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"" (Quoter shall list exception(s) and rationale for the exception(s).) These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within one (1) day of expiration.
