- Pre-Solicitation Notice The Veterans Health Administration, Network Contracting Office One (NCO 1) intends to release solicitation 36C24121F0099 for transportation Services for beneficiaries of the VA Boston and Bedford Healthcare System. The Department of Veterans Affairs (VA) has a requirement to provide transportation services as prescribed by policies and procedures at Government expense to VA beneficiaries receiving care throughout the VA Boston Healthcare System and Bedford Massachusetts VA Medical Center to transport within Massachusetts and the surrounding states. The Department of Veterans Affairs requires the contractor to assist with the administration, coordination, and performance of each medical center s transportation operation. The VA requires contractor services to safely and efficiently transport VA beneficiaries to and from medical appointments from the beneficiaries place of origin to a destination. The mode of travel is based on what is most economical and consistent with the patient s needs. The contractor shall provide all equipment, personnel, supervision, and support to provide these transportation services. The following facilities may require transportation of VA beneficiary s transportation under this requirement: VA Transportation Office located in VA Jamaica Plain, MA, location is subject to change as circumstances require. Veterans Affairs Medical Centers to be covered: Brockton VAMC, 940 Belmont Street, Brockton, MA 02301-5596; Jamaica Plain VAMC, 150 South Huntington Avenue, Boston, MA 02130-4817; West Roxbury VAMC, 1400 VFW Parkway, West Roxbury, MA 02132-4927; and Bedford VBAMC, 200 Springs Road, Bedford, MA 01730-1114. The Community Based Outpatient Clinics included are Gloucester CBOC, 199 Main Street, Gloucester, MA 01930; Haverhill CBOC, 209-215 Summer Street, Haverhill, MA 01830; Lynn CBOC, 225 Boston St Suite 107, Lynn MA 01904; Causeway VA Clinic, 251 Causeway Street, Boston, MA 02114; Quincy VA Clinic, 110 West Squantam Street, Quincy, MA 02171, Framingham VA Clinic, 61 Lincoln Street, Suite 112, Framingham, MA 01702; Lowell VA Clinic, 130 Marshall Road, Lowell, MA 01852. Some longer distance trips may be required. The full solicitation will be posted on the System for Award Management (SAM) located at https://beta.sam.gov on or about April 1, 2021. Performance period will be 365 calendar days after award, with four 1-year option periods. This is a pre-solicitation notice of an upcoming request for proposal (RFP) solicitation to satisfy the requirements of FAR 5.201 and 5.203. All questions should be directed to the Contracting Officer, who will consolidate all questions and release a FAQ amendment (if necessary) once the solicitation is released. All interested parties should register via the SAM portal at https://sam.gov/SAM to be eligible for participation in the solicitation. It is the responsibility of the offeror to monitor and download amendments from SAM which may be issued to this solicitation. Prospective firms must be registered in the system for award management (www.sam.gov) and in the Vendor Information Pages (VIP) database on Vet Biz (www.vetbiz.gov) if claiming Veteran preference prior to award.
