- The purpose of this amendment is incorporate the following changes: Set-A-Side Requirement: In accordance with U.S Code, 38 U.S.C. 8127(d) & Veterans Affairs Acquisition Regulation (VAAR), 806.203-70, Request for Lease Proposal (RLP) number 36C25721R0078 is here by amended to be Set-A-Side for Service Disabled Veteran Owned Small Businesses. The purpose of the is amendment is to clarify questions submitted by interested parties. There was 1 question in reference to this Contract Opportunities announcement, please see below for both questions and answers: Question 1: Exhibit K: Scope of Work references a Program for Design. A Program for Design is not accessible from the RLP package. It is understood that a concept floor plan will not be provided, but will there be a room data matrix showing each required room for the CBOC and its square footage requirements (as an independent document)? Exhibit K: Scope of Work also states that ""a proposed floor plan will be submitted with the proposal package."" Answer: Please see below If a Program for Design is not provided, please confirm if the program consists of the One-PACT Prototype per ""CBOC Prototype Programs for Design"" plus the spaces indicated in Exhibit K's Additional Room Requirements. Answer: Please see above RLP item 1.02-C states that the VA is requesting 75 surface parking spaces including 10 accessible spaces and 3 government vehicle spaces. Page 9 of Exhibit K (Scope of Work) states that 75 spaces are required including 25 handicapped spaces all within 60 ft of the main building entry. Please advise on the number of accessible spaces required. Answer: 75 surface parking spaces including 10 handicapped accessible spaces and 3 government vehicle spaces. Exhibit K: Scope of Work states that the VA is ""interested in leasing a minimum of 18390 (contiguous) usable square feet / 24,827 rentable square feet..."" Is the 24,827 RSF indicated the minimum or the target rentable area? Answer: Minimum of 18390 (contiguous) usable square feet What are the requirements, if any, for a loading/receiving area and the truck sizing expected to maneuver here? Answer: There are no requirements for the loading / receiving area. Is it acceptable to pursue Two Green Globes for NC (New Construction) only, since the project documentation and design strategies will cover the SI (Sustainable Interiors) portion under the NC umbrella? Completing both is redundant. Do the drawing or narrative submittals have page limits? Answer: No Is VA able to expand at the existing mall location or will this be a true relocation? Answer: This was addressed please see Contact Opportunities 36C25721R0078 _ 2. Is it VA s intention to renew at the mall? Answer: This is a genuinely open opportunity to provide a new space. This is not for a succeeding lease. Question 2: 1. In the document S02_All Exhibits_RLP_Palestine New Lease_36C25721R0078 , which is attached to the advertisement on beta, in Exhibit K you say the following: Space Plan: See attached Program for Design . However, there is not an attached program showing the Design. Could you please send us the program that this referring to? Answer: Please see question 1, Program for design is attached. 2. In the previously mentioned Exhibit K, you say that the site needs to be a minimum of 18,390 SF and a maximum of 24,827 SF. However, in the R100 you say that 20,000 SF is the maximum size. Could you please confirm the minimum and maximum RSF? Answer: The Government is seeking a minimum of 18,390 to a maximum of 20,000 of American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) Office Area (ABOA) square feet (SF) of contiguous space within the Area of Consideration set forth below. ABOA is usable square footage. 24,827 SF is 18,390 SF converted from ABOA (usable) to rentable SQFT. 3. In order for us to properly and accurately create floor plans for our submissions generally the RLPs come with a sample floor plan and/or Room Guide. We do not see this in the current RLP, are you planning on adding this section in? Answer: PACT Space planning criteria can be found: https://www.cfm.va.gov/til/space/spChapter264.pdf Additionally, Program for Design can be found in question 1. Question 3: Can you please confirm the boundaries of the delineated area? Below is what is posted but these are feeder roads into the 256 loop. Please confirm the boundary. Answer: The delineated area is 10 miles outside of the route 256 loop, going north, south, east and west.
