� � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � �PRESOLICIATION/SYNOPSIS The US Army Corps of Engineers, Kansas City District, has a need for Construction Activities for work to repair wind/wave damage on the upstream embankment of Hillsdale Dam. �The damage is located between stations 63+20 and 112+40 of the upstream embankment at or above the approximate elevation 928 ft. �Repairs will include overlaying the existing embankment between the access road (varies between El. 928 to 929 feet) and El. 930.5 ft with bedding and rip rap.� The work covered by this contract consists of furnishing all equipment, labor, operators, supervisors/site superintendent, quality control, supplies, materials, and incidentals necessary to satisfactorily perform and provide construction to potentially include, but not limited to rip rap placement. Background: �During the 2019 flood event, the embankment was loaded above elevation 923 feet for roughly 93 days.� The flood caused damage to the upstream face of the dam.� The inspection after the flood identified areas of displaced riprap on the lower portion of the upstream embankment, west of the tower, with deterioration.� Riprap deterioration was observed in the reach.� The riprap located near the tower and east of the tower appears to be in good condition. Damage to the embankment access road also occurred and is to be repaired. The solicitation will be issued as an Invitation for Bid (IFB) and evaluated in accordance with FAR 14.1 based on Price. This procurement will be a competitive small business set a-side with a North American Industry Classification System (NAICS) Code of 237990- Other Heavy and Civil Engineering Construction., with a size standard of $36.5 million. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is: between $250,000 and $500,000.00 At this time, no Pre-Solicitation Conference is planned for this solicitation. If the Government does elect �to hold a Pre-solicitation Conference, the pre-solicitation announcement will be modified accordingly. There will be a site visit planned for this solicitation. The details will be included in the solicitation. The estimated period of performance for completion of construction is 270 calendar days from the Notice to Proceed (NTP).������� Bid Bonds shall be in the amount of 20% of the bid price or $3,000,000.00, whichever is the lesser of the two values. Payment and Performance Bonds will be required for the full amount (100%) of the awarded contract�before the Notice to Proceed can be issued. Bids will be due the day and time specified in the solicitation. We anticipate release of the solicitation within the next 60 days, to ensure you do not miss this notice we recommend contractors register as interested vendors. If you register as interested you will get an email anytime anything is posted regarding to this action, including when the actual solicitation is posted. The solicitation, including any amendments, shall establish the official opening and closing dates and times. To view or download the solicitation requires registration at the sam.gov website at https://sam.gov and\or www.ProjNet.Org. Downloads may also be available only through the Projnet.Org website depending on complexity and size of plans. Any amendments will be available on beta.sam.gov. Bidders are responsible for checking the beta.sam.gov and ProjNet websites frequently for any update(s) to this Pre-solicitation Announcement or Amendments to the Solicitation. The website is occasionally inaccessible due to maintenance. The Government is not responsible for any loss of internet connectivity or for bidders� inability to access the document at the referenced website. �Prior to submitting a bid, interested bidders must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet web-site at https://sam.gov . If the bidder is a Joint Venture (JV), the JV entity must have a valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an offeror is not successfully and actively registered in the SAM database, the Government reserves the right to award to the next prospective bidder.
