Description
NASA/NSSC has a requirement for Solid State Detectors.� These detectors will be used on the AGILE (enerGetic Ion eLectron tElescope) instrument to study solar electrons, solar energetic protons and solar energetic ions. Micron is a world-leading manufac-turer of SSDs.� NASA/NSSC intends to issue a sole source contract to MICRON SEMI CONDUCTOR, LTD 1 ROYAL BUILDINGS, LANCING, UNITED KINGDOM �BN15 8SJ under the authority of FAR 13.106-1(b)(1)(i). �Micron Semiconductors will provide Ion implanted Silicon state detectors (SSD), 20 and 40mm in diameter and 300 and 500 microns thick. They have the necessary expertise, experience and tooling facilities to manufacture the SSDs.� They have provided SSDs major NASA missions (see below) as well as particle physics labs such as Fermilab and the CERN. Micron Semiconductors have valuable heritage as they have already provided similar detectors to NASA�s flagship mission, the RBSP (Radiation Belt Storm Probes, renamed as Van Allen Probes) for the REPT (Relativistic Electron and Proton Telescope) instrument and the MERiT (Miniaturized Electron pRoton Telescope) currently being built to fly on the Lunar Gateway.� Detectors are needed within the next 6 months for instrument development to proceed. No other vendor has manufacturing and tooling facilities to produce the SSDs on schedule. NASA/NSSC will be the procuring center for this effort.� Performance will be located at NASA/ Goddard Space Flight Center (GSFC).� The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code for this procurement is 334413. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. Eastern Standard Time on June 7, 2021. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
