- DRAFT Sources Sought for Cyber Warfare Engineering Services for Naval Air Warfare Center Aircraft Division (NAWCAD) Cyber Warfare Department The Cyber Warfare Department (CWD), a department within the Digital Analytics Infrastructure and Technology Advancement (DAiTA) Group under the Naval Air Warfare Center Aircraft Division (NAWCAD), serves as NAVAIR�s competency and authoritative source to rapidly research, develop, mature, procure, integrate, test, evaluate, train, support and sustain cyber resilient and full spectrum cyber warfighting capabilities for platforms, weapons, sensors, communications and networks, computing systems, mission systems, support equipment, logistics and maintenance systems and ashore and afloat enterprise systems.� The CWD provides a broad array of cyber related capabilities including, but not limited to, research, development, test and evaluation (RDT&E) of cyber warfare development and test tool sets, multi-level security solutions, offensive and defensive capabilities, support of Autonomous Defensive Cyber Operations (ADCO), Cyber Incident Response Team (CIRT), Cyber Warfare Engineering, Cyber Intelligence and Communications Engineering and Analysis, Cyber Risk Assessments, CYBERSAFE / Airworthiness, Vulnerability Analysis, Red Team / Blue Team Testing, Systems Security Engineering, Anti-Tamper (AT) and Cyber Related Training. Additionally, the CWD provides cyber warfare subject matter expertise to other elements of NAWCAD, the NAVAIR Program Offices, Foreign partners, and other DoD agencies to support all phases of acquisition programs, operational field demonstrations, prototyping, experiments, operational assessments, test and evaluation, extended user evaluations, fleet/force deployments, and sustainment. ������������������������������������������������������������������������� The CWD has a requirement for contractor support services for engineering, technical and program management services and associated supplies to support the requirements and operations of the NAWCAD Cyber Warfare Department as defined in the attached DRAFT Statement of Work.� PLACE OF PERFORMANCE������������������� An estimated 40 percent of the work will be performed at the government site.� The remaining estimated 60 percent of the work will be performed either via telework or at contractor site. Contractors performing on-site support will be provided equipment necessary to carry out assigned tasks (examples include but are not limited to: access to workspaces, telephones, printers, facsimile machines, copy machines, shredders, computers, and network access including web servers and applicable databases or other applications). The principal place of performance for Government site is Naval Air Station Patuxent River, MD. Anticipated Level of Effort: 60-80 FTEs per year Estimated Material / Other Direct Costs: �$5M per year Estimated Travel: �$250,000.00 per year Anticipated Period of Performance Start:� 4th QTR FY22 Security Classification: Facility Clearance TOP SECRET / Safeguarding TOP SECRET � REQUIRED CAPABILITIES � See attached Draft Statement of Work (SOW). Security; All contractor personnel shall have the ability to obtain a SECRET or TOP SECRET security clearance. Individual employees may be required to support Sensitive Compartmentalized Information (SCI) requirements. Facility Clearance level of TOP SECRET. NAWCAD anticipates conducting this acquisition using FAR Part 15 Fair Opportunity procedures under the Federal Acquisition Regulation (FAR).� The use of this fair opportunity process does not obligate the Government to determine a competitive range, conduct discussions with any contractors, solicit proposals or revisions thereto, or use any other source selection techniques associated with FAR subpart 15.3. Offerors MUST have an adequate accounting system in accordance with FAR 16.301-3(a)(3) in order to be eligible for award of a cost-type contract. ��������������������������������������������������������������������������������� �DRAFT ELIGIBILITY The anticipated NAICS code for this requirement is 541715 with a size standard of 1000 employees. The anticipated product service code (PSC) is AC13: National Defense R&D Services; Department of Defense � Military: Experimental Development. Interested small businesses that are qualified as a small business concern under the NAICS 541715, within a size standard of 1000 employees, are encouraged to submit their capability packages and should identify their company�s small business size standard based on that code. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Small businesses must demonstrate the ability to perform at least 50% of the cost of contract performance as the prime contractor with similarly situated small business sub-contractors in accordance with FAR 52.219-14 Limitations on Subcontracting (Deviation). SUBMISSION DETAILS Interested businesses should submit a brief capabilities statement package (no more than 10 pages in length, single spaced, and 12-point font minimum) demonstrating the ability to perform the services identified in the attached Draft SOW.� The package must address, at a minimum, the following: 1) Prior/current corporate� experience performing efforts of similar size and scope within the last 5 years, including contract number, organization supported, indication of whether as a prime or a subcontractor, contract value, Government point of contact, and a brief description of how the referenced contract relates to the services described in the draft SOW; 2) Company profile to include number of employees, annual revenue history, office location, DUNS number, and a statement regarding current size status; 3) The company�s ability to perform 50% of the work as the prime with similarly situated small businesses; 4) Resources available such as corporate management and currently employed personnel to be assigned to tasks under this effort to include personnel qualifications, specific experience of such personnel and the ability to have personnel located at the performance sites specified; 5) The company�s ability to supply short term highly specialized cyber warfare subject matter expertise on an as needed basis versus long term recurring level of effort services; 6) The company�s ability to begin performance upon the anticipated contract start date of 9 April 2022; 7) A statement regarding capability to provide the required security clearances and to maintain such required clearances. 8) A statement regarding contractor owned facilities capabilities to perform TOP SECRET requirements.� A statement regarding the ability to perform TOP SECRET / SCI requirements in Government accredited spaces located at the contractor facilities.� Include additional statement regarding current connectivity to Government networks from Contractor site. 9) Any additional comments or feedback in regards to scope, statement of work, acquisition approach and/or recommendations to improve our overall solicitation and resultant contract.
