- Edwards AFB, CA intends to issue a sole source, firm-fixed price contract to Systems Technology Forum LTD, 150 Riverside Pkwy Ste. 309, Fredericksburg, VA 22406 USA, to provide required training. The anticipated contract will be a commercial firm-fixed Price (FFP) contract. The required items are as follows: � � � � � 1 This report includes a training event (MUOS Workshop Training Event) that will enable the C4ISR group to stand up a ground station capability to support the Mobile User Operating System (MUOS) waveform, a next-generation satellite communication waveform that is currently being integrated on to the C-17 and B-52 platforms. This comprehensive training class will provide the necessary technical knowledge, process information, and resources to allow the group to implement the necessary capabilities to adequately perform test and evaluation of MUOS. The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 13.106-1(b). This authority is supported by an approved limited source letter. The applicable NAICS code is 541990 and the size standard, as defined by the U.S. Small Business Administration, is $16.5 million in dollars. This notice neither constitutes a Request for Quote (RFQ) or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. THIS IS NOT AN RFQ AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. The AFTC has appointed an Ombudsman to hear concerns from potential offeror relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer identified below.
