Description
Notice of Intent to Sole Source Special Notice: The U.S. Army Corps of Engineers Louisville District (USACE) will be soliciting a proposal for firm fixed price construction contract for the FY21 FFR JBMDL Transient Troops Barracks 5503 project at Joint Base McGuire Dix Lakehurst (JBMDL), New Jersey. As part of the construction contract solicitation, USACE intends to include the following sole source requirements: Monaco Enterprises, Inc. is the sole manufacturer of the existing equipment being utilized by JBMDL for their fire alarm system; which includes the fire alarm control unit, pole stations, room smoke detectors, duct detectors, control relay modules, and local operator consoles. In order for the system to connect and communicate with the base-wide fire alarm system, Monaco equipment will need to be required for the project fire alarm system in order to integrate it with the existing JBMDL fire alarm system. The Monaco fire alarm control unit, pole stations, room smoke detectors, duct detectors, control relay modules, and local operator consoles are comprised of proprietary software and hardware. The Monaco proprietary software is the intellectual property of Monaco Enterprises, Inc. Best Locks are currently used at JBMDL. Failure to install Best Locks would result in delays of maintenance staff, supervisory staff, and�emergency personnel to access the barracks building. In the case of an emergency delays to access could endanger the safety of enlisted troops or officers. Use of a system not manufactured by Best Locks, would introduce additional keys or other equipment to enter the barracks building. Access to the facilities may be needed by Joint Base personnel, emergency responders, or others who may have an immediate need which could impact life safety. Additional sets of keys or access equipment could lead to confusion or uncertainty; and ultimately delay access to the building. If Best Locks are not procured initially a user requested change or an after the fact change will be drastically more costly to the customer. JBMDL widely utilizes Onity locking solutions across much of JBMDL. Failure to install Onity locking solutions would result in confusion or delays of troops, officers, maintenance staff, supervisory staff, and emergency personnel to access the barracks building. Use of a system not manufactured by Onity, would introduce additional keys or other equipment to enter the barracks building. These similar access cards could lead to misinterpretation about access. Access to the facilities may be needed by Joint Base personnel, troops, officers, emergency responders, or others who may have an immediate need which could impact life safety. Additional sets of keys or access equipment could lead to confusion or uncertainty; and ultimately delay access to the building. If Onity locking solutions are not�procured initially a user requested change or an after the fact change will be drastically more costly to the customer. The utility company owns, operates, and maintains the electricity system at JBMDL, New Jersey. The utility company does not subcontract work on their system. The connection fee is to connect the barrack�s equipment to the utility. The chillers selected for use on the FFR JBMDL Bks 5503 project at JBMDL, New Jersey are Trane chillers. The Trane Chillers Brand Name Specifications will be included in the Design Build Solicitation. All responsible sources may submit a capability statement which shall be considered by the agency. The submission must be received no later than 10:00 AM Eastern Time on 17�June�2021 to Adam.M.Wantland@usace.army.mil. THIS IS NOT A REQUEST FOR PROPOSAL
