Description
The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 13.106-1) with Water Institute of the Gulf, 1110 River Rd S Ste 200, Baton Rouge LA, 70802, for Review and Analysis of USACE Strategic Research and Development Plans. The Water Institute developed the approach and methodology to review USACE documents to determine if certain technology and innovation were considered and how to incorporate research and development into USACE planning under W912HZ21C0016. There is no other entity that can perform the work. A comprehensive final report needs to be completed quickly as the project has a critical completion deadline of September 30, 2021. No one else is familiar with these technical review approaches, and thus could not quickly provide the requested analysis to meet the deadline. The services consist of two tasks: 1) Technical review of USACE Strategic R&D Plans 2) Final Report for USACE Strategic R&D. According to Market Research conducted, only Water Institute of the Gulf can perform these services. This acquisition is being conducted under FAR 13.106-1. There are no set-aside restrictions for this requirement.� The intended procurement will be classified under North American Industry Classification System (NAICS) 541620 with a Small Business Size Standard of $16.5 million. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement.� However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same or similar service.� All capability statements received by the closing date of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
