Description

The United States Department Agriculture (USDA), Agricultural Research Service (ARS), Administrative and Financial Services (AFM) Information Technology Services Division (ITSD) intends to negotiate and award on a Sole Source basis.� Purchase Order type will be a 3-year license subscription.�Firm Fixed Price to be awarded to Community People LTD. Period of performance is estimated to start��August 1. Contractor assistance is needed to maintain a Commercial off the Shelf (COTS) Idea Management system, named Your Two Cents (known as Y2C) which is being hosted on the Microsoft Azure Commercial cloud. Scope include following: 1. License and maintenance of the purchased the Idea Management system 2. Help in fixing bugs and/or minor improvements 3. Complete the pending work from the original contract which had included following: Vendor to provide the necessary transfer of knowledge to allow ARS personnel the ability to manage, maintain, and operate the system effectively and to provide documentation on features and capabilities of the system. This is a custom developed application for Agriculture Research Service (ARS) by this vendor. Award is in accordance with both 41 U.S.C 3304(a)(1), and FAR 13.106-1(b)(1)(i) THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES.� This notice is for informational purposes only and is not to be constructed as a commitment by the Government.� Potential sources who believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� Oral communications are not acceptable in response to this notice.� A determination by the Government to compete this proposed contact based on responses to this notice is solely at the discretion of the Government.
