This is a combined synopsis/solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. 1.1. Project Title: Fire Sprinkler System Maintenance and Service 1.2. Description: Inspection, Testing, and Maintenance of the Water-Based Fire Protection System Annual maintenance and repair. 1.3. Project Location: VA San Diego Healthcare System ����������������������������������� 3350 La Jolla Village Drive San Diego, CA 92161 1.4. Solicitation Type - Number: Request for Quotes (RFQ) - 36C26221Q0804 1.5. Set Aside: This solicitation is 100% set aside for SSVOSB�Entities Applicable NAICS code: 238220 Plumbing, Heating and Air Conditioning Contractors. 1.6. Small Business Size Standard: $16.5 Million 1.7. Type of Contract: Firm Fixed Price 1.8. Period of Performance: Base Year with Four (4) Option Years 1.9. Wage Determination: SCA Wage Determination No. 2015-5635 Rev 14 2. Scope of Work.� VA San Diego Healthcare System is seeking a contractor to an annual Maintenance for Fire Sprinkler Systems. The contractor shall supply all labor, tools, supervision, materials and equipment necessary to complete all of the annual Inspection, Testing, and Maintenance of the Water Based Fire Sprinkler System in accordance with the most current NFPA 25 and NFPA 13 standards. The Contractor shall provide all labor, travel, parts, and repairs to keep the covered equipment operating in optimum conditions during the contract. The Contractor shall also supply all necessary tools, materials and equipment to provide training to maintenance and operation staffs for one (1) hour training session four times a year. Unlimited service calls on-site for repair service as needed throughout the contract life when listed equipment needs repair or malfunctions, not to exceed $10,000.00 per annum.� This includes the cost of parts, travel, and labor.� The Contractor shall be available 24 hours a day, 7 days a week and shall respond within 2 hours to emergency requests. The Medical Center Water Based Fire System includes but is not limited to: Automatic Wet Pipe Sprinkler System located throughout the Medical center (approx. 700,000, Sqft, 3 risers) Hazardous Asbestos Environment. SCI Bldg. 11 (approx. 75,000 Sqft, 1 riser, 3 floors) MRI Bldg. 14 (approx. 3900 Sqft, 1 riser) Bldg. 2 (approx. 20,000 Sqft, 1 riser, 2 levels) Bldg. 16 (approx. 2300 Sqft, 1 riser) Bldg. 18 (approx. 2300 Sqft, 1 riser) Bldg. 20 (approx. 2500 Sqft, 1 riser) Bldg. 22 (approx. 2880 Sqft, 1 riser) Bldg. 23 (approx. 5500 Sqft, 1 riser) Bldg. 24 (approx. 2000 Sqft, 1 riser) Two parking structures Standpipe System Fire Department Connections only Inline Centrifugal Fire Pump and Electric Motor Drive located in East Loading Dock (B191-1 Pump Enclosure). Jockey Pump (Located B191-1 Pump Enclosure) Twelve (12) fire hydrants located on Medical Center grounds. Eight (8) dry standpipes and (4) wet standpipes located throughout the Medical Center. 100 Control Valve locations throughout the Medical Center Campus. 75 Supervisory Control Valve Switches throughout the Medical Center Campus. 56 Water Flow Alarms (Vane Type) located throughout the Medical Center Campus. 56 Main Drain Locations 30 Fire Department Connections The annual inspection / testing / maintenance to be performed in accordance to most current NFPA 25 and NFPA 13 include but are not limited to: a. Gauges (only replace). Mainline and individual discharge device strainers. Flow tests. Check valves. Control / Alarm / Pre-action Valves and associated strainers, filters and restriction orifices. Pressure reducing and relief valves. Hose Connections Hose Racks Backflow Devices Fire Department Connections Internal piping assessment Sprinkler heads - include removal of Forty (40) sprinkler heads that are 20 years old and send out for testing per NFPA 25. Replace the 40 test heads with new sprinkler heads. The provision of annual training to central plant maintenance and operation staffs for a total of four (4) work shifts which includes but not limited to: a. Hands on work on sprinklers valves Orientation to location of all control valves and fire pump location in Bldg. 1 and Bldg. 2 The replacement of up to 200 sprinkler heads during annual service if deemed deficient as required by the VA Fire Protection Design Manual which includes but not limited to: a. Corroded/Painted Sprinkler Heads Broken Valves and Flow Switches with stripped/damaged screws 3. Specific Tasks: Annual Inspection: At a minimum, the Contractor shall perform the following services in accordance with the attached schedule to meet most current NFPA 25 and NFPA 13 standards includes but not limited to the requirements contained in Table 13.1.1.2 NFPA 25 (2017).�� (See Table 1) 3.1. The Contractor is cautioned that only the Contracting Officer or his/her designee may authorize additional services or repairs that are outside of the scope of this contract and reimbursement shall not be made unless prior authorization is obtained. 3.2. Documentation and Daily Updates: 3.2.1. Daily updates of the tasks accomplished shall be provided to the Contracting Officers Representative (COR). 3.2.2 A detailed report, in writing, shall be submitted immediately upon the identification of any critical deficiencies that will affect the immediate performance of the system. Any noncritical deficiencies shall be reported in writing at the end of the scheduled inspection. 3.3 Water Based Sprinkler System Contractor Qualifications: 3.3.1. The Contractor and/or its staff must have current State of California certification to conduct maintenance/inspections/repairs stated in the statement of work. The Contractor shall submit C16 Fire Protection Contractor Certification. 3.3.2. Contractor shall provide two (2) Journeyman level Sprinkler Fitters during each visit to the facility. 3.3.3The Contractor shall submit their current California State asbestos worker 16 hour Operation and Maintenance (O&M) certification. 3.3.4. The Contractor shall submit their current half mask or equivalent respirator fit test. 3.4. Contractor�s Responsibilities: 3.4.1. The Contractor shall maintain personal liability and property damage insurance prescribed by the laws of the Federal Government. He / She shall take all precautions necessary to protect persons and property from injury or damage during the performance of this contract. He / She shall be responsible for any injury to himself / herself, his/her employees or others as well as for any damage to personal or public property that occurs during performance of this contract that is caused by him/her or his/her employees fault or negligence. 3.4.2. The Contractor shall operate under, but not limited to the following national codes, telecommunications industry standards and practices: National Electric Code (NEC), all standards, Electronic Industries Association/Telecommunications Industry Association EIA/TIA, American with Disabilities Act (ADA), National Fire Protection Association (NFPA), Underwriters Laboratories (UL), ITU and IETF and all applicable audio, video communication data and control standards. 3.4.3. The Contractor shall comply with all VA safety standards, manufacturers/industry standards, Food and Drug Administration (FDA), Occupational Safety and Health Administration (OSHA), The Joint Commission (TJC) and the latest editions of NFPA-99, NFPA-101, NFPA-25 and all applicable standards referenced within the body of each code book mentioned. 3.4.4. The Contractor shall provide documentation of each inspection, test and maintenance of the system. The documentation shall be maintained at the facility. 3.5. Personnel Qualifications: 3.5.1. The Contractor and/or its staff must have current State of California certification to conduct the repairs stated in the statement of work.� The Contractor shall submit C16 Fire Protector Contractor Certification. 3.5.2. The awarded Contractor is advised that only the Contracting Officer, acting within the scope of the contract has the authority to make changes which affect the contract in terms of quality, quantity, price or delivery. 3.6.2. In the event the Contractor effects any such change at the direction of any person other than the Contracting Officer, the change shall be considered to have been made without authority and no adjustment shall be made in the contract price to cover any increase in costs incurred as a result thereof. 3.7. VA Policy: Possession of weapons is prohibited. Enclosed containers, including tool kits, are subject to search. Violations of VA regulations may result in citations answerable in the United States (Federal) District Court. 3.8 Parking Policy: It is the responsibility of Contractor personnel to park only in designated parking areas.� Parking information is available from the VA Police. The VA shall not validate or make reimbursement for parking violations of the Contractor�s personnel under any circumstances. 3.9. Smoking Policy: Smoking is not permitted within the VA Healthcare System facilities campus. 3.10. Safety and Fire Prevention: In the performance of this contract, the Contractor shall take such safety precautions as necessary to protect the lives and health of the occupants of the building.� Fire and safety deficiencies, which exist and are part of the responsibility of the Contractor, shall be immediately corrected.� If the Contractor fails or refuses to correct deficiencies promptly, the COR may issue an order stopping all, or any part, of the work.� The Contractor shall comply with applicable Federal, State, and local safety and fire regulations and codes, which are in effect during the performance period of the contract.� The Contractor personnel shall follow applicable facility policies concerning fire/disaster programs. 3.11. Identification Badges: All Contractor personnel are required to wear identification (I.D.) badges during the entire time they are on the VA Healthcare System grounds. I.D. badges must have an identification picture and shall state the name of the individual and the company represented. 3.12. Scheduling and Check In/Out Procedures: Scheduling for repairs must be coordinated with the COR prior to commencement of any and all repairs.� Checking in and out with Building 2 (power plant) is required to start and upon completion of a day�s work. 3.13. Hours of Operations 3.13.1. Normal hours of operation are Monday through Friday from 7:30 am to 4:00 pm Pacific time. All work is expected to be performed generally during normal hours of coverage unless requested or approved by the COR or his/her designee. 3.13.2. Before commencement of work, the Contractor shall confer with the VA COR and Contracting Office to agree on a sequence of procedures; means of access to premises and building. All work performed, to include delivery of materials and equipment, shall be made with minimal interference to Government operations and personnel. 3.13.3. Work performed outside the normal hours of coverage must be approved by the COR or his/her designee. 3.14. Overtime and National Holidays 3.14.1. Any overtime or holiday pay that may be entitled to the Contractor�s employees shall be the sole responsibility of the Contractor and shall not be billed to nor reimbursed by the Government. 3.14.2. The Contractor is not required to provide service on the following U.S. Government holidays nor shall the Contractor be paid for these days: New Year�s Day - January 1st Martin Luther King �s Birthday - Third Monday in January President�s Day - Third Monday in February Memorial Day� - Last Monday in May Independence Day� - July 4th Labor Day - First Monday in September Columbus Day� - Second Monday in October Veterans Day� - November 11th Thanksgiving Day - Fourth Thursday in November Christmas Day - December 25th 4.
