Description
Hanford Mission Integration Solutions (HMIS) is responsible for the operation and maintenance of the Hanford Site Electrical Transmission and Distribution (T&D) system to ensure safe, reliable, and compliant electrical power to all Hanford Site facilities and customers. The Hanford T&D System is owned by the Department of Energy (DOE), under the management of the Richland Operations Office (DOE-RL). It exists for the purpose of supporting the cleanup mission at the Hanford Site, a mission expected to continue until 2078. HMIS is seeking a subcontractor to perform a comprehensive lifecycle condition assessment of�HMIS managed 230kV Transmission system (HEW-1) assets with lifecycle ending in 2025. In order to support reliable operation of the transmission system, the primary focus and goal of the condition assessment should be to identify equipment that is in poor condition, sections of the transmission line (including structures) that have a high likelihood for experiencing failures in the next four years, and mitigative actions (repairs, maintenance, surveillance, etc.) that would be prudent to perform in the next four years to reduce the potential for major equipment failures. The secondary goal of the condition assessment should be to estimate the remaining life for each segment (taking into account the age and condition of the associated components), and provide data that can be used to compare the results of the assessment to one that was previously performed in 2015. � The scope of this Subcontract includes elements of planning, engineering, inspection, and testing. The subcontractor shall develop an implementation plan that includes methods, assumptions, bases, standards, and schedule to perform the condition assessment and prepare a report with the results of the assessment. The plan shall be structured such that the approach addresses the system lifecycle, spanning over the next four years from 2021 to 2025. The plan shall include current condition of system components and time phased recommendations, including maintenance and/or replacement, based on lifecycle cost.
