Description

The National Oceanic Atmospheric Administration, (NOAA), National Marine Fisheries Service, (NMFS), Office of Law Enforcement (OLE), is soliciting quotes for a Remote Simultaneous Interpretation Services in accordance with the Performance Work Statement. The proposed award is 100% set aside for small business concerns. The associated NAICS code is 541519, with a size standard of 30.0M. The solicitation is issued as a Request for Quote (RFQ) and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2021-05, effective March 10, 2021. The RFQ is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 13 via ��http://www.sam.gov . The solicitation number is 1333LF21QNFFK0036. �Hard copies of the RFQ will not be issued.� ADDENDUM TO FAR 52.212-2 Evaluation � Commercial Items (Jan 1999) The Government will make an award resulting from this solicitation to the responsible quoter whose quotes conforming to the solicitation will be most advantageous to the Government, price and other factors considered.� Evaluation factors other than price, when combined, are significantly more important than price; but offeror's should nonetheless, submit competitive prices. The evaluation factors in order of importance are: 1)� Past Performance:�Provide at least three (3) references of customers within the last three (3) years for the same or similar type of service to include point of contact, name, telephone number and email address. 2)� Technical Capablities: Provide evidence of an approved remote interpretation platform and Thai language proficiency in accordance with the Performance Work Statement. �3)� Price:� Price will be evaluated for reasonableness and completeness.� An excessively high or low price may be deemed to indicate a lack of understanding of the requirements of this solicitation. An active registration in the System for Award Management is required by the closing date and time of this solicitation to be considered for award. For information on how to register your company on Firms offering a response to this notice shall ensure that they are registered in the System for Award�Management (SAM), www.sam.gov, prior to submission of proposals. All vendors doing business with the Government are required to be registered with the SAM. �Award will not be issued to vendors not actively registered within SAM. �For additional information and to register in SAM, please access the following web site:� https://www.sam.gov/portal/public/SAM/. In order to register with the SAM and be eligible to receive an award from this acquisition office, all offerors shall also have a Dun & Bradstreet Number. The anticipated award date is on or about June 3, 2021. This acquisition will be awarded as a firm fixed price order under Simplified Acquisition Procedures (FAR Part 12 and FAR Part 13 (Commercial Acquisition). All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 10:00 A.M.
