Description

The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), National Agricultural Library (NAL) intends to award a firm fixed-price option year contract to Elsevier, B.V. for electronic access via the internet for all USDA users to SCOPUS, the largest abstract and citation database of peer-reviewed literature, including scientific journals, books and conference proceedings. Period of Performance scheduled to begin 7/1/2021. The SCOPUS database produced by Elsevier is proprietary, and only the vendor can provide access to the SCOPUS database. If other sources gain authorization to provide the SCOPUS database, or NAL�s requirement for access to the SCOPUS database content were to change, then USDA NAL will consider full and open competition.� Award is in accordance with both 41 U.S.C 3304(a)(1), and FAR 13.106-1(b)(1)(i) THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES.� This notice is for informational purposes only and is not to be constructed as a commitment by the Government.� Potential sources who believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� Oral communications are not acceptable in response to this notice.� A determination by the Government to compete this proposed contact based on responses to this notice is solely at the discretion of the Government.
