Description
General Description Because of the material being lifted, the crane should be LIKE NEW (less than 100 hours) and manufactured date within 2 years. This specification describes a pneumatic tired 4x4 drive, rough terrain type, full hydraulic, selfpropelled mobile hydraulic crane with a minimum 100 ton (200,000 lb.) capacity on-outriggers 360�. Both front and rear axles shall be of the planetary drive/steer type. The front axle shall be mounted rigid to the frame and incorporate orbitrol type full hydraulic power steering system controlled via the steering wheel. The rear axle shall be pivot mounted to the frame to allow a minimum of 10 inches of oscillation with automatic hydraulic oscillation lockouts. The rear axle steer system shall also be full hydraulic, but completely independent of the front axle to provide four-mode selection while on the move. Unit shall be equipped with a revolving superstructure with operator's station and capable of 360� continuous rotation. II. Dimensions & Weights The machine shall be of as much a compact and light-weight design as feasible, but in any event shall not exceed 12 ft. 4 in. overall height, 47 ft. 8 in. over-all length, front boom overhang of 18 ft. 8 in.,11 ft. overall width or 122,932 lbs. gross vehicle weight in the travel configuration with all equipment as specified in this specification. The counterweight shall be hydraulically removable from the superstructure. III. Superstructure A. Boom 1. Five-Section Boom -The boom shall be of all steel construction and of the full power type having five sections consisting of a base section and four powered telescopic sections. ""Pin style booms are not acceptable and will not be considered."" The extended length shall not be more than 154 ft. The boom extension system shall be of the sequential/ synchronized type consisting of a sequential full hydraulic powered inner mid and center mid sections and a mechanically extended synchronized outer mid and fly section controlled by a single lever or foot pedal in the cab. All telescopic sections shall be adequately supported on friction type wear pads to prevent metal-to-metal contact between the sliding sections. An electronic in-cab display of boom length shall be provided. The Quick Reeve boom nose shall be equipped with five Nylatron sheaves with close fitting and quick removable type rope guards enabling the changing of parts of line without removing the becket. Rope guards shall not be permanently affixed (i.e. welded) or require the use of tools to remove them. B. Swing System -The swing system shall consist of a planetary drive gear box and a single row ball bearing slew ring. Both top and bottom mounting surfaces for the slew ring shall be precision machined to ensure a uniform and level mounting surface. Swing shall be of the 360� continuous swing type, with a foot activated dynamic type multi-wet disc brake for precision stopping. The swing system shall have operator adjustable speed and ramp settings, thru the controller, for precise handling of loads and a free swing enable button. The swing system shall incorporate a hydraulic swing parking brake, one-position hand operated plunger type lock pin and an optional 360� positive type swing lock all controlled from within the operator's cab. The swing parking brake shall automatically apply in the event of hydraulic system or engine failure but not when the swing control is returned to the neutral position with the engine and pumps operating. C. Boom Elevation -Boom elevation shall be controlled by a single double-acting hydraulic cylinder throughout the range of -3� below horizontal to +80� above horizontal. The boom elevation cylinder shall be equipped with integral type holding valve to prevent inadvertent retraction of the cylinder due to hydraulic system or engine failure. An electronic in-cab display of boom angle with high and low angle presets shall be provided. Operator adjustable speed and controller ramp settings are fully adjustable thru the controller. D. Load Hoist - Main & Aux. Hoist shall be equipped with 702 ft. of 3/4"" 35x7 rotation resistant wire rope w/a minimum break strength of 85,800 lbs. Both hoists shall provide operator adjustable speed & ramp settings, thru the controllers, for precise control, hydraulic planetary drive grooved drum having equal speed and power up and down. A hoist with a free fall or controlled free fall capability is strictly prohibited.The hoist drive and brake mechanism shall be so designed as to be capable of controlling 1 l 0% of rated capacity. The load hoist mechanism shall permit for automatic holding of the brakes in the applied position without the attention of the operator with the hoist control in the neutral position. Both the main and auxiliary hoist shall be equipped with electronic in-cab style drum rotation indicators, wrap indicator with hoist function cut-out, hoist drum cable followers, and mirrors E. Operator's Compartment - The unit shall be equipped with an all-weather type galvanized steel enclosure mounted on the rotating superstructure to protect the operator from the elements. The enclosure shall havethe capability to tilt up to 20� allowing for maximum operator comfort. The interior shall be acoustically treated to minimize in-cab noise levels and isolate the operator from cold ambient temperatures. The enclosure shall be complete with two cab mounted work lights, a sliding type door, sliding right side window, flip open rear window, and circulating air fan for ventilation, hydraulic powered hot water cab heater/defroster, air conditioning, windshield wiper / washer, tinted safety glass throughout, tinted sliding skylight with electric wiper, sun screen, a fully adjustable deluxe fabric type seat with lap belt, and armrest mounted single or dual axis electronic joystick style controls providing smooth, precise control of the primary crane functions. The joystick controllers will offer operator adjustable ramp and speed settings and allow for disabling each function individually, if needed, to prevent inadvertent movement. Flexible type control cables are not permitted. All chassis driving and crane operating controls shall also be located within the enclosure within easy view and reach of the operator. Combination hand and foot controls shall be provided for engine throttle. F. Operating systems displayed via operators display console shall include the following at a minimum. ��� �Engine Water Temperature Gauge ���� Voltmeter ���� Tachometer ���� Transmission/Converter Oil Temp. Gauge with A/V Alarm System ���� �Rear Wheel Alignment Indicator ���� �Fuel Gauge ����� Engine Low Oil Pressure AN Warning Alarm System ����� Engine Coolant High Temp. A/V Warning Alarm System ���� �Low Steer Pressure ������Hydraulic Oil High Temperature IV. Chassis A. Frame - All steel construction with integral welded outrigger boxes. All principal walking surfaces shall be treated with anti-skid type material. Frame shall incorporate, two each, front and rear combination lifting, towing, and tie-down lugs. Block tie-down provisions shall be provided at the front of the frame. B. Outriggers - Located at all four corners shall be beam and ""inverted"" jack style telescoping outriggers with integral holding or check valves. Outriggers shall retract to within the chassis width and when extended shall provide a firm and stable lifting base throughout 360� rotation. Outrigger extension / retraction controls shall be located in the operating display console and be of the type to permit selective extension of�each individual beam or jack to facilitate leveling on uneven terrain or setup in congested areas. Set-up shall be of the two-hand sequence arrangement to minimize the possibility of unintentional actuation. The vertical jack cylinders shall be of such design that the rods are not exposed when extended and are suitably protected from the elements in the extended position. Jacks shall be fitted with durable all aluminum floats with quick release type latches. Three-position setting shall be provided; 0%, 50%, and fully extended for greater jobsite versatility. Outrigger beam position monitoring system shall be provided if required and displayed on the RCL screen with load chart selection based on position of all outrigger beam positions. C. Drivetrain - Machine shall be powered by a six-cylinder turbo-charged, after-cooled diesel fuel engine having a minimum of 275 gross BHP (205 kW) at governed RPM that meets current Tier 4F EPA emission standards for off-highway equipment. The transmission shall be a Range Shift type with torque converter drive having a minimum six forward and six reverse speeds (3 high/ 3 low). Transmission shall be remote mounted with full hydraulic shift controls and with front axle disconnect for high range (4x2) drive. Transmission filter(s) shall be mounted for easy ground level access.D. Service Brakes - The service brakes shall be designed to meet the performance requirements of SAE J 1977, ""Braking Performance - Rubber-Tired, Self-propel led Cranes"". The service brakes shall be dry disc, spring applied, hydraulically released, dual circuit type, acting on all four wheels. E. Secondary and Parking Brakes - Shall be of the spring applied, hydraulically released type mounted on the front axle and shall meet the performance requirements of SAE J 1977, ""Braking Performance - Rubber-Tired, Self-propelled Cranes"". F. Tires - The machine shall be fitted with four (4) pneumatic bias type tubeless 29.5 x 25 - 34 ply tires and with steel fenders that cover the full width of the tire. Tires and rim shall be in accordance with Tire & Rim Association recommendations. G. Electrical System - The machine shall be equipped with a minimum 70 amp alternator, two maintenancefree batteries, 24 volt starting and 24 volt lighting/ negative ground electrical system. Batteries shall be located in an all steel enclosure. An external master battery disconnect switch shall be provided. H. Fuel Tank - Minimum 82 gallon (312 L) capacity strap mounted to the chassis frame. Tank will be steel V. Hydraulic System A. Cylinders - All load bearing cylinders shall be of the double-acting type and equipped with a suitable integral holding or check valve to prevent inadvertent retraction of the cylinders due to hydraulic system or engine failure. The rods of all cylinders exposed to the elements shall be chrome plated to minimize corrosion. B. Heat Exchanger - Unit shall be equipped with a hydraulic oil cooler to maintain a safe operating temperature for the hydraulic and transmission oils, maximizing component service life and allowing for smooth, efficient operation of all hydraulic functions. The cooling fan shall be driven by a thermostatically controlled hydraulic gear motor. C. Reservoir - The reservoir shall be of all steel construction and strap-mounted to the frame complete with internal baffles, exterior sight level gauge, air breather with spin-on type replaceable filter element, magnetic drain plug, and in-tank mounted full flow, return line oil filter with restriction indicator, bypass protection and replaceable cartridge. The clean-out access cover shall be provided on top of the reservoir to facilitate clean-out without necessarily draining the tank. D. Hydraulic Pumps - Unit shall incorporate (2) piston-type variable displacement hydraulic pumps with (I) gear pump direct driven off the engine mounted torque converter. E. Hydraulic Filter - Shall be a full flow, return line type, in-tank mounted with replaceable cartridge, filter restriction and bypass indicator. At a minimum, the filtration rating shall be 5/12/16.F. Hydraulic Test Ports - Shall be provided within all major circuits and centralized to allow quick pressure checking to facilitate troubleshooting. Control Valves - Shall be of the hydraulic pilot operated, constant pressure unloaded type to assure smooth and reliable operation. Flexible type control linkages that can stretch and come out of the adjustment are not acceptable. VI. Capacities Rated capacities shall have been tested to and meet the minimum requirements of SAE JI 063 ""Cantilever Boom Crane Structure - Method of Test"" and shall not exceed 85% of the tipping load on outriggers (75% on-rubber as per PCSA Standard #4) as determined by SAE J765 ""Crane Stability Test Code"" and SAE J 1289 ""Mobile Crane Stability Ratings"". Capacities shall be provided for on outriggers 360�, on-rubber pick-and-carry over-the-front, and on-rubber 360� static. Minimum capacity of crane w/ outriggers fully extended through 360� of rotation. 52,100 lbs with 96.8' Boom length@ 35' radius 81,000 lbs with 53.6' Boom length@25' radius VII. Mandatory Operator Aids A. Load Moment and Anti-Two Block System (""LMI"") - Standard shall be a ""Graphic display"" RCL (rated capacity limiter) and anti-two-block system with audio/visual warning and control lever lockout to alert operator of impending two-block condition. Electronic display of boom angle, length, radius, tip height, maximum permissible load, actual load, and outrigger position indication will be provided. B. Automatic Function Lockout - Standard to the above system is a system of electrically operated solenoid valves in the hoist up, telescope out and boom lower hydraulic circuits that when activated prevents the flow of hydraulic oil to these functions in the event of an overload or a two-block condition. The automatic function lockout system shall be in addition to the audiovisual warning system and actuated simultaneously Miscellaneous Equipment - The following items shall be provided: �� Electronic Pulsating Back-up Alarm �� Dual Rearview Mirrors ���Storage Well located in the Frame �� Dry-type In-Cab Fire Extinguisher �� Grid heater type cold Start Aid �� Hot water Cab Heater and Forced Hot Air Defroster �� Cab air-conditioning �� Aluminum decking between fenders �� Opening Skylight ��� Electric Skylight Wiper/Washer ��� Hookblock Tie-down ��� Skylight Sunscreen ��� External battery Disconnect Switch ��� Single Sheave Auxiliary Boom Point (Pin-on Type) ����Engine Block Heater 120 V, 750 watt The following shall also be included and part of crane when delivered RUBBERMATFORSTORAGE TROUGH 360� Swing lock Auxiliary hoist package SUPERSTRUCTURE LIGHTS Cab mounted amber flashing light, dual base boom mounted floodlights, in-cab LMI light bar. auxiliary hoist with electronic hoist rotation indicator, hoist drum cable follower, 702 ft. of 35x7 class nonrotational wire rope,�hoist� mirror, and single sheave auxiliary boom nose. 50 Ton 3 sheave load block 12 Ton headache ball w/ top swivel Wireless wind speed indicator Cab controlled cross axle differential locks (front and rear) Three cameras w/ monitor in cab - back-up, right side and hoists Wind speed indicator Auxiliary hoist with electronic hoist rotation indicator, hoist drum cable follower, 702 ft. of 35x7 class nonrotational wire rope, hoist mirror, and single sheave auxiliary boom nose. Service, Maintenance, and Repairs: An authorized servicer or dealer for manufacturer shall service machine at manufacturer suggested intervals. Breakdowns, trouble codes, and all other machine failures not considered operator daily maintenance will be contractor�s responsibility. Contractor will provide service for breakdowns, trouble codes, and all other machine failures not considered operator daily maintenance within 10 days of notification. All days machine is considered broke down or unavailable will be added to end of lease period as credit. Annual Crane inspections and certifications must be current and provide a copy to COR. Upon delivery, a minimum 2 hour orientation / operator familiarization training to TEAD personnel on site shall be provided by contractor. -It is preferred that the crane be a domestic product with as many domestic components as possible. TEAD intends to use its own heavy equipment operators. Daily Maintenance of Crane: Topping of Oils, Coolant, Grease and Normal Operator Daily Maintenance is the responsibility of Tooele Army Depot (TEAD).
