- THE SUBJECT REQUIREMENT IS BEING SYNOPSIZED IN ACCORDANCE WITH FAR 36.213-2. THIS IS A SYNOPSIS ONLY. THIS IS NOT AN INVITATION FOR BID (IFB). � PROJECT DESCRIPTION � The work includes replacement of chiller units.� The contractor must perform mechanical work including plumbing work, electrical work, and related works to complete the replacements of chiller units.� The work also includes temporary work, incidental related work, and modification of existing work that is necessary to accomplish the project.� The contractor must conduct site survey to verify all dimensions and local and existing conditions, and to examine the contract drawings and specifications to determine the extent of the work prior to commencement of the work.� The contract also includes repair or replacement of existing work damaged by the Contractor�s operations to equal or better conditions.� � The IFB will be issued on or around 18 June 2021. A site visit will be scheduled at a later date. The tentative bid opening will be on or around 20 July 2021. The awardee shall complete the entire work, not later than 180 calendar days after the date of award. � Plans will be available for inspection without charge through https://beta.sam.gov. � CONTRACTOR LICENSE REQUIREMENT � Any contract resulting from a solicitation will be awarded and performed in its entirety in the country of Japan.� Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract.� Contractors must be registered to do business and possess an appropriate license issued by the Ministry of Land, Infrastructure and Transport or prefectural government in order to perform work under this contract.� � STATUS OF FORCES AGREEMENT � The U.S. Government shall not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) under this solicitation.� Furthermore, unless specifically provided in the specific task order request for proposal, the U.S. Government shall not certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA.� � INTERESTED OFFERORS � Interested offerors can view and/or download the solicitation from this website at https://beta.sam.gov, when it becomes available on or approximately 18 June 2021.� � Hard copies will not be provided.� It is the offerors responsibility to check this website daily for any amendments to this solicitation.� � Offerors must be registered in System for Award Management (SAM) in order to receive a Government contract award.� To register, the internet address is: https://beta.sam.gov.� Offerors must have an active registration and active Representations and Certifications in this website.� Interested offerors are encouraged to register as soon as possible.� � DISCLAIMER � The information being requested does not constitute an Invitation for Bid or commitment on the part of the government to award a contract, nor, to pay for any costs incurred as a result in replying to this notice.� This notice shall not be construed as a commitment by the Government for any purpose.� The point of contact for this synopsis is Rie Hanazato, Contract Specialist, and may be reached via phone at +81-046-763-3487 or via e-mail at Rie.Hanazato.ja@fe.navy.mil. � �
