- Description
- The Naval Air Warfare Center � Aircraft Division, Lakehurst (NAWCAD LKE) intends to solicit, negotiate, and award a firm-fixed price Contract on a sole source basis to The Boeing Company (Boeing), CAGE 0PXV4, for the procurement of Servocylinder Test Station (STS) Engineering Change Proposal (ECP)-6495 Mod Kits (Part Number: 74D070253-1001), Spares packages (see attached spares list), and optional in-country installations in support of Switzerland F/A-18 C/D, Finland F/A-18C/D, Malaysia F/A-18D, Canada F/A-18A/B, and Spain F/A-18A/B Foreign Military Sales (FMS) platforms. This procurement supports the STS ECP-6495 obsolescence upgrade, currently Part Number 74D140080-1009, which will be upgraded to Part Number 74D140080-1013 after the ECP kits are installed. Boeing is the only vendor that can provide the parts and services to meet the Governments requirement. Boeing is the original designer, developer and manufacturer and the only source with the requisite knowledge, experience, technical expertise, and technical data to provide the support equipment for the F/A-18A/B/C/D requirements. Any other source would need to possess the drawings/technical data to be able to perform this requirement, which Boeing has proprietary rights and owns the drawings and technical data for STS. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with under the authority of 10 USC 2304 (c) (1), FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. All responsible sources may submit a capability statement, proposal, or quotation, that if received by 10:30 AM EDT on 17�June 2021,�shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Responses to this notice must include the company name, point of contact, address, area code and telephone number, electronic mail (e-mail) address and company literature sufficient to determine the capability of this company to perform this effort.
