REQUEST FOR INFORMATION SPE603-21-R-5X07 FUEL STORAGE SERVICES WITHIN THE AREA OF NORTH CAROLINA� DLA Energy is seeking information on industry capabilities/interest/potential sources for the receipt, storage, and issue a total of 418,000 barrels of U.S. Government-owned Turbine Aviation, Military Grade JP-5 and commercial grade Jet-A fuel within the area of North Carolina. This announcement constitutes a Request for Information (RFI) only; there is no solicitation at this time. The Government is neither negotiating nor calling for offers at this time. This announcement is an expression of interest only and does not commit the Government to pay for any response preparation cost. The Government will not make an award on the basis of this RFI. CONCEPT OF OPERATIONS: Fuel storage service operations would primarily consist of capabilities to receive, store, protect, inject, and issue two grades of U.S. Government-owned Turbine Aviation, Military Grade JP-5 and commercial grade Jet-A. AREA OF CONSIDERATION: North Carolina, USA ESTIMATED ANNUAL THROUGHPUT: 1,600,000 barrels (BBLS) of total throughput, for each 12 month of the contract period. CAPABILITIES SOUGHT: 1.�� �Storage requirement for 418,000 BBLS of fill capacity ��� �230,000 BBLS of Turbine Aviation, Military Grade JP-5 storage required ��� �188,000 BBLS of commercial grade Jet-A storage required 2.�� �A minimum of two tanks per fuel grade interconnected and isolated from other facilities, and products handled within the storage facility is required 3.�� �All Storage must be available upon award at a single facility 4.�� �Protect two grades of Military Specification product during all receipt/issue operations 5.�� �Service capabilities for receiving U.S. Government-owned Turbine Aviation, Military Grade JP-5 via Colonial Pipeline on a 24-hour per day, 7-days per week basis 6.�� �Service capabilities for shipping/issuing U.S. Government-owned Turbine Aviation, Military Grade JP-5 and commercial grade Jet-A via third party tank trucks and third party DoDX railcars on a 24-hour per day, 7-days per week basis 7.�� �Tank truck loading and shipping facility shall: ��� �Provide unrestricted access to government provided third party tank trucks ��� �Be capable of bottom loading product, be equipped with a Scully overfill protection system (or compatible) ��� �Be equipped with temperature compensating meters to accurately measure the product being loaded ��� �Be able to load a minimum of Seven 8,000 USG tank trucks per hour 8.�� �Facilities capable of injecting additives into Jet-A (to regrade to JAA/F24) and JP-5, and tank truck (Jet-A and JP-5 only for tank truck) on a 24-hour per day, 7-days per week basis ��� �Additives required for injection will be provided by the government. The Contractor shall order, receive, store, inject, and always maintain additives on specification. Additives in CONUS are provided by DLA Energy regions to fulfill requested orders 9.�� �Quality conformance of Government-owned aviation turbine fuel stored at the Contractor facilities must be in accordance with the most current version of MIL-STD-3004-1, DEPARTMENT OF DEFENSE STANDARD PRACTICE: QUALITY ASSURANCE FOR BULK FUELS, LUBRICANTS AND RELATED PRODUCTS. Additionally, all receipts or on- hand stocks must meet product quality for receipt, storage, or shipment in accordance with latest revisions of MIL-STD- 3004-1 Submissions should be sent to Ms. Sherlyne Thomas at sherlyne.thomas@dla.mil by 12:00 P.M. local Fort Belvoir, VA time on June 10, 2021. The following information is requested: 1. Provide a company profile to include number of employees, annual revenue history (last 3 years), office location(s), DUNS/CAGE Code number, business size, and a statement regarding current business status. 2. Capability Statement. Provide a brief explanation of your firm's capabilities to provide Contractor-Owned, Contractor-Operated Fuel Storage Facilities, equipment, tools, materials, supplies, and supervision necessary to receive, store, issue, maintain quality, account for petroleum products, maintain the associated fuel facilities and to provide qualified and experienced personnel, with appropriate clearances, if required. 3. Past Performance. Do you have past performance as a prime contractor or subcontractor on a service contract for similar fuels management requirements? If so, please provide the following information: Contract number, Name of Government Agency or Commercial Entity, Period of Performance, Dollar Value, Type of Contract (Fixed Price, Cost Reimbursement, etc.), and an explanation of services provided as they relate to COCO fuels management. If your firm acted as a subcontractor or joint venture, name the prime contractor or other party, the specific work performed and percentage. Address any past performance problems, and resolutions taken. 4. Location: Please provide the location/address of your facility. �
