- The U.S. Army Corps of Engineers (USACE), Engineer Research and Develop Center (ERDC) intends to negotiate and award a sole source contract to Oceanweather, Inc., 350 Bedford Street, Suite 404, Stamford, CT 06901-1742, to provide wind fields (and where identified pressure and mean monthly ice concentration fields) for the Atlantic, Gulf of Mexico, Pacific and Western Alaska at pre-defined domains, grid and time resolutions for the period 01 January 2020 through 01 January 2021.� The resulting wind, pressure and ice fields will be provided on external hard drives, documentation describing the file format and any evaluation performed on the final meteorological estimates to point-source, marine sites (buoy data). Oceanweather, Inc. is the only source who can meet the requirements. The Wave Information Study (WIS) has developed over 30-yr hindcasts for the Atlantic (three Levels), Gulf of Mexico (two levels), Pacific (three levels), and the Western Alaska Coast (two levels) using winds generated from one originator, Oceanweather, Inc. This requirement is to update the existing data base adding one year of wind/pressure field estimates. Only this source can meet the requirements for the current year wind/pressure field update, to the exclusion of other sources because of their prior knowledge with the subject matter. The wind/pressure/ice fields must be compatible in all aspects (form, fit, and function) with existing wind/pressure fields presently used by the WIS. The current update of these wind/pressure fields is developed with the identical methodology used in previous wind/pressure field specification, and the new fields must coordinate, connect, or interface with the existing system by reducing any change error characteristics of these products to existing measurements, and minimize (to near zero) any discontinuity between the last wind field archived in the WIS data base with the newly updated fields. �Diverging from this would severely limit the use of the long-term WIS hindcast, used by the USACE, other US Government Agencies, academia, and the private sector for design, planning, operations, and maintenance. Climate studies, and Risk Analyses using the WIS wave estimates would be severely compromised, and the accuracy substantially reduced. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency�s requirements. The circumstances of this action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The intent of this procurement is to award on a sole source basis as authorized by 41 United States Code 1901 as implemented in Federal Acquisition Regulation 13.501(a)(1)(ii), sole source (including brand name) under the authority of the simplified procedures for certain commercial items. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Angela.D.Holcomb@usace.army.mil no later than the response date listed on this notice. �A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Information received will be considered solely for the purposed of determining whether to conduct a competitive procurement. �The NAICS code is 541690 and the business size standard is $16.5 million.
