- Description
- Notice of Sole Source Intent The Bureau of Reclamation, Columbia-Pacific Northwest Regional Office has a requirement for Stream Gauging Services at the East Fork of the Salmon River and Lower Payette at Montour, Idaho, which consists of maintaining rating curves; making and maintaining a field log of routine field activities such as discharge measurements and for reporting unusual conditions encountered in the field. The Idaho Power Company (IPC) currently owns, operates, and continuously maintains an air bubbler system for the purpose of stream flow stage monitoring and Geostationary Operational Environmental Satellites (GOES) telemetry equipment to provide near real time data. The Government intends to procure specialized services on a single-source basis, in accordance with 41.U.S.C.1901 as implemented by FAR 13.501, Only One Responsible using Simplified Acquisitions Procedures. The entity to which the Government intends to award is The Idaho Power Company. Reclamation intends to award one firm-fixed-price contract. The awarded purchase order will be for One (1) year base period, and four (4) one (1) year option periods. In accordance with FAR Clause 52.217-8 Extension of Services, the Government reserves the right to exercise up to a 6 month option at the end of any period (base or option year). THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and no solicitation will be issued. Interested persons may identify their interest and/or provide a capability statement to Maile Nichols, Contract Specialist, by email at mnichols@usbr.gov. All capability statements received within 15 days after the publication of this announcement will be considered by Reclamation. All responses should include the vendor�s Duns and Bradstreet (DUNS) Number and Tax Identification Number (TIN). Vendors should identify themselves as either a small business or any other than small business under North American Industry Classification System (NAICS) Code 541990. The applicable Small Business Size Standard is $16.5 million. Vendors should also describe their full authority to access the stream gauges as that is a key requirement during performance. A determination by Reclamation not to compete this proposed contract based upon responses to this notice is solely within the discretion of Reclamation. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
