Description
The Product Manager Soldier Precision Targeting Devices (PdM SPTD), located at Ft. Belvoir, Virginia, is conducting market research seeking information from interested sources that are capable of developing and producing a Joint Effects Targeting System Next Generation (JETS NG) that will meet updated performance requirements. The information received will inform the Government�s acquisition strategy for the JETS NG program. The request for information white papers will be limited to a maximum of 25 pages. The PdM SPTD is responsible for equipping the Army Warfighter with man-portable, ground-based targeting devices. Fielded capabilities provide Army Forward Observers, Infantry, Cavalry Scout and Military Police personnel with the ability to rapidly acquire targets and determine precision target location. The current JETS design consists of a Handheld Target Locator Module (HTLM), a Laser Marker Module (LMM), a Precision Azimuth and Vertical Angle Module (PAVAM), a tripod assembly, remote fire cable and other ancillary items. Sources within the United States are sought for innovative and light-weight solutions for a man-portable precision target location system which can provide Army Warfighters with extended target acquisition ranges, target location ranges, and laser designation capabilities based on emerging requirements as described in Enclosure 1. The PdM SPTD is considering a competitively awarded engineering and manufacturing development contract in FY 2023, and is seeking information from interested companies on their demonstrated ability to meet the requirements listed in Enclosure 1 in an integrated system. The PdM SPTD anticipates procuring between 1,500 and 2,000 JETS NG systems. The Government anticipates funding the production qualification of this new system, but prospective technologies are expected to be Technology Readiness Level 6 (TRL) at award. Information regarding sustainment of legacy systems is not required as part of this RFI. However, use of existing Interface Controls, existing standards, and creative approaches to sustain future systems in coordination with Government depots are desired. Partnering arrangements among the Government and vendors within Industry are also encouraged. Interested vendors are requested to provide a complete system concept based on the requirements provided in Enclosure 1 as a starting point. If an industry partner can improve upon the enclosed requirements, then please provide that information. If a requirement or set of requirements cannot be met or has a significant negative impact on cost / schedule / performance, then highlight such information and recommend what you think can be met. Responses to this RFI represent a unique opportunity to present the latest state-of-the-art capabilities to influence both the JETS NG requirements and the JETS NG acquisition strategy. PdM SPTD welcomes opportunities to engage and discuss the future of JETS NG and handheld targeting devices with our industry partners. Proposals are not being requested or accepted at this time. As stipulated in FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation (Request for Proposal) exists at this time; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government�s discretion. Any information submitted by respondents to this notice is voluntary. This notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not be individually notified of the results of any Government assessments. The Government�s assessment of the white papers received will factor into whether any forthcoming solicitation will be conducted as a full and open competition.
