- VETERANS HEALTH ADMINISTRATION MOBILE FORWARD OFFICE SPACE STATEMENT OF NEED 3 TITLE OF CONTRACT: Veterans Health Administration Mobile Forward Office Space SCOPE OF WORK: Veterans Health Administration has a requirement to procure vehicles that would immediately provide additional office space for senior staff during incidents/events. BACKGROUND: During the 2020 Hurricane Season, several Alternate Care Sites were established due to Community-Based Outpatient Clinics were damaged. Due to the damage, office space for leadership to direct operation was impaired. These vehicles will provide additional office space that will allow leadership the ability to have space to conduct operations to continue the care for the Nations Veterans. OBJECTIVES: The Office of Emergency Management is currently looking for two (2) Mobile Forward Office Space 4.1 Vehicle Characteristics 4.1.1 Will have a Gross Vehicle Weight Rating (GVWR) of 26,000 lbs. The vehicle will not have air brakes. A vehicle requiring Commercial Driver s License will not be considered. 4.1.2 Equipped with the appropriately sized engine and transmission to support the Gross Vehicle Weight (GVW) of the vehicle 4.1.3 A completed vehicle with full fuel and water tanks, with all equipment installed and a driver in the vehicles will have a minimum of 2,000 lbs. carrying capacity remaining below the 26,000 lb. GVWR. 4.1.4 The vehicle drive train, body, generator, and components should be of such design that repairs, or replacement parts are readily available across the continental U.S. 4.1.5 Vehicles will be self-contained with a generator, refrigerator, microwave oven, adequate heating, and air conditioning for your round operations in both extreme hot and cold environments. 4.1.6 Provide a minimum of 100-gallon fuel capacity. The vehicle will take diesel fuel 4.1.7 The vehicle will have an engine block heater 4.2 Chassis Selection 4.2.1 The vehicle will be new and untitled 4.2.2 Finished vehicles may not exceed 40 in length 4.2.3 Interior finished width no less than 96 4.2.4 Have a single rear axle (no tag axles) 4.2.5 Tires size will be 22.5 4.2.6 Provide dual rear wheels with inner wheel valve extensions 4.2.7 Provide tire pressure monitoring system and display that will show individual tire pressures 4.2.8 Front and rear outside wheels will be aluminum. Steel rear inner dual wheels 4.2.9 Provide OEM air suspension rear axle 4.2.10 Provide chassis with ADA interlock 4.2.11 Overall height of the vehicle cannot exceed 13 6 including roof air conditions and roof-mounted VSAT 1.2- meter satellite dish 4.2.12 Will be built on a front diesel engine chassis with automatic transmission 4.2.13 The vehicle will meet Title 49, US Code Chapter 301, FMVSS 209, Part 571, SAE J2422, REV 3: Crash Avoidance, Worthiness, and Post-Crash Standards. The vendor will provide documentation for the chassis manufacture of conformity. 4.3 Cab of Truck 4.3.1 The cab of the truck will be a day cab with the driver and passenger seats with independent air suspended seats. The cab will have a walk-through from the cab to the body of the truck. A fabricated console that contains a CB radio, control head for siren/light package, and public address system controls. 4.3.2 Provide an adjustable steering column 4.3.3 Provide power steering/cruise control/tilt steering 4.3.4 Provide intermittent wipers and washers 4.3.5 Provide heated and remote-control mirrors with side view cameras driver and passenger side 4.3.6 Provide an AM/FM/Bluetooth radio in cash with a navigation system 4.3.7 Provide backup sensors to detect objects near the rear of the vehicle. Four (4) lower sensors and two (2) upper 4.3.8 Provide dash air conditioning and heat 4.4 Body of Vehicle 4.4.1 The body shall be a separated mounted component on the chassis with the ability to be removed and installed on a replacement chassis when the chassis no longer serviceable. 4.4.2 The entire body, sides, ends, roof, doors, and compartments shall be completed insulated to enhance the performance of the heating and cooling systems to prevent external noise from entering the vehicle interior. The insulation shall be non-settling, vermin proof, mildew proof, fire retardant, non-toxic and non-hygroscopic type. 4.4.3 The body of the self-contained all-inclusive vehicle shall have three (3) separate areas. The front and rear areas will be appropriate for confidential discussions and have solid closing hinged doors. The center area will contain the main entrance, galley, IT closet, and additional seating. 4.4.4 Provide main entrance door with upper window minimum of 30 wide clear opening. Entrance door hardware must meet Federal Motor Vehicles Safety Standards (FMVSS). 4.5 Graphics 4.5.1 The vehicle will be branded with the official Veterans Affairs Seal on the sides and rear of the vehicle. 4.5.2 Paint 4.5.2.1 The exterior paint on the vehicle will Dark Blue. The cab of the vehicle and the body of the vehicle will be the same color 4.6 Roof 4.6.1 The exterior roof will be finished with continuous aluminum, without seams and joints. The rood will be capable to support the weight of personnel, equipment, camera tripods, cable, etc. 4.6.2 The roof will be capable of supporting the weight of personnel, equipment, camera tripods, cable, etc. The roof should have aluminum tread or equivalent for support and traction 4.6.3 Provide a roof mounting system for 1.2M government-provided satellite dish. Mounting rails/systems should provide east installation of satellite dish and protection from roof leaks. Provide stainless steel roof hatch for weatherproof access of satellite cables. Provide all internal wiring, rack, and matrix switch in preparation for the government-provided satellite dish. 4.6.4 Provide two (2) roof-mounted HD TV antennas, low profile, not required to be raised. 4.7 Exterior Components 4.7.1 Awning Provide an attached electric awning with a wind sensor, on the passenger side (minimum of 18 feet). Should be mounted so that the left support arm is at the rear of the passenger side and the right support arm is located to the right of the entry door. 4.7.2 Back up Camera 4.7.2.1 Provide a three (3) camera (rear, curbside, and street-side) backup system. A cab-mounted monitor of the camera system will be provided 4.7.2.2 One (1) cab-mounted monitor and a rear camera will be provided 4.7.3 Stabilizing/Leveling Jacks A set of stabilizing/leveling jacks will be installed on all four (4) corners of the chassis. A warning light indicating that the stabilizer jacks are not retracted all the way will be visible in the cab area. 4.7.4 Roof Access Ladder Provide an attached ladder for roof access on the rear exterior of the vehicles. The ladder should be designed with a detachable lower section and guard to prohibit non-authorized use of the ladder. 4.7.5 Air Conditioning Units Roof-mounted air handlers that provide air conditioning and heat units will be installed on the vehicle. These units must be able to cool/heat the unit. 4.7.6 Easy Steps and Handrails The curbside entry door shall have enclosed manual opening aluminum or other non-rusting material entrance steps. Steps to be enclosed not exposed to the elements when stored. A removable handrail should be provided and designed to attach to the vehicle to steps when parked. (May not require tools for this process. The steps will be equipped with LED safety lights. The steps must be designed to support up to 500 lbs. 4.7.7 Emergency Lighting 4.7.7.1 Provide five (5) exterior LED lights; two on each side of the vehicle and one on the rear of the vehicle. 4.7.7.2 Provide ten (10) Whelen LED 3 x 7 emergency lights, two (2) on the curb, street, rear, and front of the vehicle, two (2) LED grills lights, One (1) Siren w/light control, One (1) Speaker 100w, One (1) set LED, tail, turn & marker lights, One (1) LED light bar mounted the cab of the vehicle and underbody ground lights 4.7.8 Rear Bumper One (1) full body width bumper will be equipped with 1/8 diamond plate tread-plate facing. 4.7.9 Exterior Broadcasting Compartment 4.7.9.1 One (1) exterior 32 LED/TV Monitor (mounted within a locked, weatherproof compartment located on the passenger side of the vehicle, under the awning) This compartment will open to allow the monitor to be seen and not interfere with awning or doors operation. TV should have sound routed through the public address system to provide amplification. 4.7.9.2 Provide four (4) Ground Fault Circuit Interrupter (GFI) Outlets; four (4) Power over Ethernet (PoE) connections two video connections and one public address system microphone connection located within the locked weatherproof compartment 4.7.10 Rear License Plate Provision Provisions will be provided for mounting of the license plate and tag light 4.7.11 Window(s) All door and side body windows shall be tinted and include blackout covers 4.7.12 Public Address System Provide an integrated public address system. There will be at least one (1) microphone and one (1) auxiliary input connection inside of the electronic cabinet. One exterior microphone plug co-located in the outside broadcasting compartment. . Speakers for the system should be of an all-weather proof design and permanently mounted on the vehicle exterior. The external monitor/TV will be connected through the public address system. 4.7.13 Outlets- Exterior Four (4) 120 VAC GFCI duplex outlets with weatherproof covers shall be installed on the exterior of the body, two (2) street side and two (2) curbside 4.7.14 Night Service An appropriately sized night service plug shall be installed on the street side of the vehicle. The night service plug will eject the cord when the ignition is placed in the on position 4.7.15 Shore Power Input 4.7.15.1 Shore power input connectors shall be installed on the curbside of the vehicle. 4.7.15.2 A single-point ground stud tied to the body and chassis shall be installed on the curbside of the vehicle. 4.7.15.3 A 36 shore power cord shall be provided with a plug connection 4.7.16 Satellite Television Antenna 4.7.16.1 One (1) satellite television antenna with the capability to support two (2) HS SAT TV receivers will be installed on the roof. This antenna shall be capable of both Dish Network or Direct TV. 4.7.17 Amplified TV Antenna for off-air 4.7.17.1 One (1) off-air TV antenna shall be provided for local stations 4.7.18 Antenna Rail 4.7.18.1 Two (2) roof-mounted 2 x 3 aluminum antenna rails with side access for antenna mounts 4.7.19 Dome Security Cameras 4.7.19.1 Exterior dome cameras will be installed on the vehicle body at high visibility locations projecting to the front, street, and curbside, and rear. 4.7.19.2 One (1) DVR/NVR recorder shall be included 4.8 Interior Lighting & Outlets 4.8.1 Interior LED Lighting 4.8.1.1 Provide 6 LED lights. Sufficient 2-volt DC LED lighting (on par with normal office lighting) should be provided throughout the vehicle. 4.8.1.2 These lights will be switched at the electrical control panel and operate from the 12 VDC system and not require the generator or shore power 4.8.2 Outlet Interior 4.8.2.1 The maximum 120 VAC duplex outlets locations at all workstations and conference areas will be provided 4.9 Interior Fit-out 4.9.1 Work/Conference Area(s) 4.9.1.1 Provide removable table and rolling office chairs for both office areas. Office task chairs to have mesh backs and ultra-leather vinyl covered seats. Maximize the size of each table. 4.9.1.2 Provide securing tie-down points for tables and chairs 4.9.1.3 Provide a jack-knife sofa in each office area. The sofa will be a minimum of 6 feet long, of jack-knife design, mounted on driver or passenger sidewall 4.9.1.4 Storage cabinets (with locks all keyed the same) should be installed throughout the body to provide maximum storage capacity 4.9.1.5 Provide for all surfaces to be a material easily cleaned with liquid disinfectant solution and dry cloths (including seating surfaces) 4.9.1.6 Provide two (2) 32 LCD LED TV/Monitors, one to be installed in each office area, 1080 HD minimum 4.9.1.7 Magnetic whiteboards will be located on the bulkhead wall or sidewalls where available 4.9.1.8 Two (2) equipment racks located on the street side of the vehicle 4.9.1.9 Two (2) base cabinets each with a drawer for storage located on the street side of the vehicle 4.9.1.10 Each interior area will have, at a minimum, four (4 ) duplex electrical outlets; eight (8) network connections, and four (4) phone jacks. One (1) duplex outlet, two (2) network connections, and one (1) phone plug-in should be co-located while each of these four groupings will be distributed throughout the area. 4.9.1.11 Provide a floor-mounted ADA approved wheelchair lift and entrance door. Fifty inches (50 )minimum width clear door opening. Below floor lifts are not desired. Provide 850 lbs. capacity ADA lift. 4.9.2 Heating 4.9.2.1 Provide separate electrical heating for each area of the vehicle. (Propane may not be used.) Provide three (3) 13,500 BTU minimum air conditioners designed to evenly distribute air throughout the vehicle. The ability to maintain a comfortable interior temperature is required given the extreme outside temperatures vehicle is expected to be operational in. 4.9.3 Refrigerator/Microwave 4.9.3.1 Provide a 12V/120V refrigerator built into a cabinet. 4.9.3.2 Provide a microwave, minimum of 1.6 cubic feet and 850 watts, installed in an overhead cabinet. 4.10 Electrical & Power Systems 4.10.1 Battery System 4.10.1.1 The vehicle will be equipped with a dual battery system (Chassis/Auxiliary) 4.10.1.2 Two (2) 12-volt deep cycle, absorbed glass mat (AGM), sealed maintenance-free batteries (these are in addition to the two chassis/engine batteries); to be installed with a single battery disconnect switch 4.10.2 Power Converter 4.10.2.1 One (1) 120 VAC to 12 VDC power converter shall be provided to support the 12 VDC electrical load and charge the batteries during generator or shore power operations 4.10.2.2 A power converter shall be provided 4.10.3 Generator Power Tech 4.10.3.1 The appropriately sized generator to power the unit will be supplied. The entire compartment will be soundproofed to attenuate noise to the maximum degree possible 4.10.3.1.1 Sound deadening material through interior compartments to reduce noise (maximum 55 decibels) 4.10.3.1.2 Block and Pan Heater the generator shall be equipped with an engine block and oil pan heaters 4.10.3.1.3 Shut Down System The generator shall be equipped with sensors that will activate the generator shut down the system on low oil pressure and high water temperature 4.10.3.1.4 Remote Start The generator shall include a remote start/stop preheat switch and hour meter located in the vehicle power distribution panel 4.10.3.1.5 Fuel Supply The fuel supply for the generator will be from the chassis fuel tank. The system will be designed and installed to leave a minimum of ten (10) gallons of fuel when the generator runs out of fuel. 4.10.3.2 12 VDC 4.10.3.2.1The generator will be equipped with a 12 VDC alternator that will satisfy all 12 VDC systems on the generator 4.10.3.3 Power Distribution Panel 4.10.3.3.1 Will consist of a custom anodized aluminum panel equipped with: 4.10.3.3.1.1 Circuit breakers for both 120 VAC and 12 VDC applications 4.10.3.3.1.2 A power transfer switch for selection of either generator or shore power 4.10.3.3.1.3 Meters for monitoring voltage, amperage, and frequency 4.10.3.3.1.4 An audible over-voltage alarm to sense and warn of irregular voltage from either source 4.11 Communications Items 4.11.1 Communications Wiring 4.11.1.1 All communications wiring will be identified by the appropriate labels on both ends of the cables 4.11.2 Roof Mounted Antenna(s) 4.11.2.1 Antenna rails on the roof shall be the access point to communicate via RD patch panel with the radios. 4.11.3 Wire Chase Management 4.11.3.1 Wire and cable raceway shall be provided overhead for easy access. Interior ceiling access points shall be provided in the drop ceiling for accessing and running future cables 4.12 Alarm Systems 4.12.1 Alarms 4.12.1.1 Provide three (3) smoke detectors (9v), one (1) CO2 detector, and two (2) ABC fire extinguishers 4.12.2 Interlock 4.12.2.1 All points of entry doors, jacks, awnings, satellite dishes, slide-outs, and any other external compartments shall be wired to an interlock system. This interlock system will sound an alarm with activated and silenced when stowed. Also, there will be indicator lights in the cab. 4.13 Communication Equipment Rack 4.13.1 Vendor will provide a 10U rack for electronic equipment to be set 4.13.2 The rack will be equipped with a minimum 70 CFM compartment fan 4.13.3 A patch panel connecting all POE outlets and phone cables will be mounted within the electronics cabinet 4.13.4 Provide a DVD player with an audio/video switch so that output may be routed to any, all, or parts of the three (3) LED TV/Monitors. The switch should allow two (2) additional sources to be connected, such as a satellite TV received or computer connections from the switch to TV/Monitors will be HDMI. DELIVERY - Upon completion, the contractor will be required to deliver the Mobile Forward Office Vehicle to 510 Butler Avenue, Martinsburg, WV 25405. WARRANTY The contractor will provide the standard new vehicle warranty and provide all paperwork necessary to activate the warranty. WRITTEN DOCUMENTATION The contractor will provide a comprehensive owner s manual. and laminated quick operational guide for each unit. END OF STATEMENT OF NEED **The C&A requirements do not apply, and a Security Accreditation Package is not required.**
