Description
The Federal Aviation Agency (FAA) Division of Policy and Innovation (AIR-600) has utilized Standards Development Organization (SDO) requirement provider firms since 1976 to support the development of standards for aviation safety. Those standards are the intellectual property of SDOs and are catalogued, maintained and distributed by them.�� Federal laws enacted by Congress encourage the use of industry consensus (voluntary) standards in federal government regulatory and procurement activities.� Consensus standards adopted through this process are not approved by the FAA, but are instead �accepted.� Special committees are established in response to identified needs by government and industry. Committee meetings are held to develop safety performance requirements (standards) that are commonly used in Technical Standard Orders (TSOs), policy and guidance. The FAA has a requirement for a continuation of SDO membership services and inclusion in committee development of comprehensive, industry-vetted and endorsed standards and guidance used as means of compliance with FAA regulations, as it relates to the list of special committees attached to this announcement. In addition, the FAA has a requirement for continuation of unlimited portal access to workspace, current and historical standards in support aviation safety and performance objectives. 2.� Nature of Market Survey The incumbent Contractor for this procurement is Radio Technical Commission for Aeronautics, Incorporated (RTCA, INC.), 1150 18th St NW, Washington, DC, 20036. RTCA has most recently provided these services to the FAA under contract number 693KA8-21-P-00008.� The acquisition strategy for the procurement has not been determined at this time; however, either an unrestricted competition, a set-aside, or single source award will be chosen depending, in part, on the responses to the market survey. � Among other things, responses to this market survey will be used to determine if there is adequate competition to set the requirement aside for Socially and Economically Disadvantaged Businesses (SEDB/8(a)/SDVOSB) or Small Businesses firms.� This survey is being conducted in accordance with FAA Acquisition Management System (AMS) Section 3.2.1.2.1. This survey will support market research obtained from multiple sources and will be utilized for planning purposes only. This market survey does not guarantee that a solicitation or procurement of any kind will be issued and it should not be construed as a commitment by the Government to enter into a contract. If a solicitation is issued, it will be announced on beta.sam.gov. It is the prospective Offeror�s - responsibility to monitor this site for the release of any such solicitation. �3.� Objectives for this Market Survey The responses to this Market Survey will be used for informational and planning purposes only and will not be released. This is a Market Survey. This is not a Screening Information Request (SIR) or Request for Proposals (RFP) of any kind; The FAA is not seeking or accepting unsolicited proposals; All vendors responding to this announcement are responsible for ensuring that documents submitted contain the appropriate proprietary marking. Any proprietary information submitted must be explicitly and conspicuously marked by the respondent as proprietary. If appropriately marked, such information will not be released to the public by the FAA, except as required under the Freedom of Information Act (FOIA) or any other applicable law, regulation and/or policy. The Government may transfer documents provided by a respondent to any department or agency within the Executive Branch if the information relates to matters within the organization's jurisdiction; The FAA has the option of conducting one-on-one communications as deemed appropriate without the obligation to hold communications with all respondents; Providing a response to this Market Survey neither qualifies respondents for, nor excludes respondents from, responding to the resulting SIR, if any; Respondent participation in any informational session is not a promise of future business with the FAA; The FAA will not pay for any information received or costs incurred�in preparing the response to the market survey; and Any costs associated with the market survey submittal is solely at the interested vendor�s expense. 4. North American Industry Classification System (NAICS) Code The applicable NAICS Code for this requirement is 813920, Professional Organizations. The NAICS Size Standard in dollars is $15M. 5.� Submittal Requirements for Market Survey Interested vendors are requested to respond if they have a relevant experience in performing the services included in the attached draft Statement of Work (SOW).�Responses to this Market Survey must include the following information: Responses to all questions and items below.�Please provide in Microsoft Word or PDF format and do not exceed eight pages in length. Information about your company to include your company name, address, contact person name, phone number, email address, DUNS number, and company website if available. Is your company registered in the System for Award Management (SAM.gov) per AMS Clause 3.3.1-33? If not, when does your company intend to register? If registered, please state your company�s Cage Code. Is your company represented as a small business in SAM for the requisite NAICS code? If so, state the type of small business (e.g. small business, service-disabled veteran-owned small business, HUBZone small business, 8(a), women-owned small business, etc.). A draft SOW for this requirement along with a list of required committees is attached for informational purposes. Provide a concise description of: Your experience in performing efforts of similar size, scope and complexity to those contemplated in the attachments. The description should include the size and type of those efforts. Your capabilities in performing services in the task areas identified in the attachments. Any comments or recommendations you may have as it relates to the attachments. �6.� Delivery of Submittals All responses to this market survey must be submitted by 2:30 PM (Eastern Time) on June 17th 2021.� Submissions received after this time and date will be considered late and may not be reviewed. ��All submittals, including attachments, should be submitted in electronic format (email) to Andrew Landestoy at andrew.landestoy@faa.gov and copy Joseph Wilson at joseph.wilson@faa.gov.�� Please include the Market Survey title in the e-mail submission. �No telephone calls will be accepted.� There is no question and answer period for this Market Survey.
