Description
The purpose of this mod to previous pre-sol is to provide responses to technical questions received and provide updates to SOW Attachment 9. Question 1: Page 4, Factor 1 refers to key positions and disciplines. Physical security requirements list six (6) separate individuals. Is it your expectation that a Section E resume be provided for each subject matter specialist? If so, we request the page limit to be increased to 60 total pages to allow sufficient documentation for all required personnel and other evaluation factors. VA Response: Yes, a section E resume is expected for each physical security specialist. The page limit has been increased to 55 total pages. Question 2: I see that the project is to build a NEW OI&T Building, however the Scope of Work calls for Asbestos/Hazardous Materials testing on page 5 of the A/E Design Scope of Work, and page 37 of the Submission Instructions. Is this still part of the disciplines needed for this project, and if so, which building would be in need of this service? VA Response: We do not see that page 5 of the A/E Statement of Work calls for Asbestos/Hazardous Materials testing. The only mention of asbestos in this document is on page 16 stating the A/E will include the VA s standard asbestos warning on the blueprint layout. The VA does not expect asbestos testing to be required for this project. SOW Attachment 9 has been updated to remove the requirements in table O. Asbestos Abatement on page 37. Additional revisions have also been made to this document to better represent the expectations for this specific site and project. Question 3: The Scope of Work states that the A/E is to replace any parking spaces which are removed from the selected project area to accommodate the new OI&T Building and its supporting infrastructure. What areas are allowable for use in replacing parking? Can A/E indicate other areas on campus (such as existing parking lots in other areas) which are outside the limited selected project area for relocated parking? Or is relocated parking exclusively limited to being placed within the actual project area from which it was displaced? VA Response: The proposed build area mapped out in the SOW is allowable for use in replacing parking. Outside the limited selected project area could potentially be an alternate scenario, however the preferred path is to use the proposed build area for the relocated parking. Question 4: The Scope of Work does not provide any specific quantities for new parking spaces serving the new OI&T Building. Please confirm that the existing parking capacity on campus is adequate to meet the needs of the new OI&T Building, with no additional new campus parking spaces required, and that there is no specific requirement for certain spaces to be adjacent the new building itself (other than ADA/ABA required parking stalls). VA Response: With consideration given to the final design location/solution, any parking spaces taken will need to be replaced. Beyond that, no additional parking spaces are required. The design team shall maximize the use of parking lot 9 and provide proper routing for semi-truck deliveries to the new facility. This consideration, including the determination of parking space placement, is a requirement of the Space Planning Criteria for the work that the A/E shall perform. Question 5: The Scope of Work requires the A/E to provide a professional survey, but it does not provide a scope/extent of that required survey. Should the A/E provide a survey for both potential sites, or only the site selected for the new OI&T Building? Should the A/E provide a survey for the immediate building area only, or the entirety of the selected site, as outlined in the SOW documents? VA Response: A professional survey is required for the entire proposed build area shown in green on page 3 of the SOW. This will be important for storm drainage, building placement, etc. The two tentative, VA-suggested locations for the new building are both within this build area and will be included in the survey. Any other locations the A/E might propose for the new building must also be within this build area and therefore will also be included in the survey. Question 6: Is the A/E required to provide professional design renderings under this Scope of Work indicating proposed materials, to assist the VA in final approvals of the design? If required, should the A/E provide exterior renderings, interior renderings, or both? What is the minimum number of renderings, if required, under this Scope of Work? VA Response: Yes, the A/E is required to provide professional design renderings under this SOW. The A/E should provide both interior and exterior drawings following the A/E Submission Instructions for Minor and NRM Construction Program. Question 7: Will the VA be considering using raised access flooring. This type of flooring solution can be helpful for heavy tech projects. VA Response: The VA is not considering using raised access flooring. Note: The A/E should work with CAVHS staff, Engineering staff, OI&T staff, and other staff as needed to collect all information required to design a new OI&T building.
