Request for Information Data Center Facilities Monitoring Tool Software, Hardware, Implementation and Ongoing Support Services 3 Request for Information Data Center Facilities Monitoring Tool Software, Hardware, Implementation and Ongoing Support Services June 3, 2021 Introduction: This is a Request for Information (RFI) only issued for the purpose of conducting market research. Accordingly, this RFI constitutes neither a Request for Proposal (RFP) nor a guarantee that one will be issued by the Government in the future; furthermore, it does not commit the Government to contract for any services described herein. Do not submit a Proposal. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals or quotes, and therefore, will not accept, review, or evaluate unsolicited proposals or quotes received in response hereto. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any costs associated with submission of the information being requested or, reimburse expenses incurred for responses to this RFI. The information provided may be used by VA in developing its acquisition strategy and Performance Work Statement (PWS). Any information submitted by respondents to this RFI is strictly voluntary; however, any information received shall become the property of the Government and will not be returned to the respondent. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. This is a request for information and does not obligate the Government in any way, nor does it commit the Government to any specific course of action. National Data Center Operations & Logistics (NDCOL) has a requirement for expanding an existing Data Center Facilities Systems Monitoring Tool that provides a single pane view across all sites to monitor the operational health status of facilities equipment supporting the Data Centers and to capture equipment metrics for other applications. The Data Center Facilities provides real-time monitoring and alert capability for electrical, HVAC and environmental conditions for equipment supporting the data center computer room operations. The Data Center Facilities Monitoring Tool shall be implemented at the Orlando, FL Regional Data Center (RDC) and shall operate in parallel with an existing Schneider Struxureware system with the ability to obtain device readings. Additionally, the Data Center Facilities Monitoring Tool shall seamlessly integrate with the existing Nlyte Energy Monitoring Optimizer (NEO) monitoring tool that has been implemented in the Austin Information Technology Center (AITC), Philadelphia Information Technology Center (PITC) and Hines Information Technology Center (HITC). The table below identifies the existing monitoring system platforms at each of the Data Center locations. Are you a small or large business under NAICS 541519 ($30M)? If you believe there is a more appropriate NAICS code, please provide that to the Government with your rationale. With respect to the subject effort, would you be the prime contractor? As the Prime Contractor, what tasks under the DRAFT PWS would your company perform? If a small business, what type of small business are you? Are you able to comply with FAR 52.219-6 and 52.219-14 in execution of this effort? Are you able to comply with VAAR 852.219-10, VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside and with subcontracting limitations in 13 CFR 125.6 in execution of this effort? Capability Statement Please submit a capability statement describing your company s ability to meet the requirements in the attached draft PWS. The capability statement shall be limited to 8 pages and address the questions/topics below. Provide a Rough Order of Magnitude to include an estimated labor breakout (labor categories, labor hours) for executing the effort. Your approach to managing the project and implementing your monitoring solution. Previous experience with implementing monitoring solutions in similar size and scope to this effort. How will your monitoring solution seamlessly integrate with the existing Nlyte Energy Optimizer (NEO) monitoring tool in PITC, HITC, and AITC and the StruxureWare Data Center Expert in CRRC to provide a single view into the operational health status of the data centers? Explain how the monitoring solution proposed is focused on infrastructure systems supporting data centers that provide power, cooling, life safety and environmental conditions. Provide the available protocols your monitoring solution can support. Does your monitoring solution interface provide real-time and historical information and reports? Describe your approach to physical design and architecture of the proposed solution in the event a network connection between any of the sites is lost that would impact the system s ability to collect data readings, view data real-time and run reports for all sites. Describe the systems real-time alerting capability in response to system generated alarms. Would it be feasible to provide site assessments prior to proposal(s)? How long would that potentially take to assess the four sites.
