- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. � This synopsis/solicitation 1305M2-21-Q-00644 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-05. � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � The National Oceanic Atmospheric Administration (NOAA), National Ocean Service (NOS), Center for Operational Oceanographic Products and Services (CO-OPS), operates water level stations in Lake Charles, LA, and its connecting channels as part of the Physical Oceanographic Real Times System (PORTS�) and National Water Level Observation Network (NWLON). The CO-OPS Field Operations Division (FOD) operates and maintains these stations, which provide data for water resource management and safe navigation, has a requirement for vessel support for current meter swaps. The Period of Performance is July 1, 2021 through June 30, 2022 with three (3) consecutive option years. Contract Type/Evaluation The Government will award a firm fixed price contract based on Best Value/Trade Off. Quote shall include all costs associated with each CLIN unless otherwise indicated on the vendor�s quote.� This RFQ is 100% set aside for small businesses. The associated NAICS code is 488390, Other Support Activities For Water Transportation, with a Size Standard of $41.5 million. Service Contract Labor Standards A contract issued as a result of this solicitation shall incorporate the Department of Labor Wage Number 2015-5189, Revision Number 17, dated December 21, 2020. Offeror Instructions Each offeror must provide the following information with the quote: The Request for Quote (RFQ) number; The Name, Address, Telephone Number, and DUNS Number of the Offeror; Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; Acknowledgment of Solicitation Amendments (SF-30), if any, and; Completed Past Performance Reference form. Contractors who do not respond to items 1 through 5 may be considered non-compliant with the requirements of the solicitation and no further consideration shall be given for award.
