DEPARTMENT OF JUSTICE (DOJ) EXECUTIVE OFFICE FOR IMMIGRATION REVIEW (EOIR) COMBINED SYNOPSIS/SOLICITATION # 15JE1R-21-PR-0459 SECTION I LETTER TO INTERESTED CONTRACTORS� � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � �� � � � � � � � � � To Whom It May Concern: The Department of Justice (DOJ), Executive Office for Immigration Review (EOIR), Office of Procurement Services (OPS) (herein referred to as �the Government,� �DOJ,� �EOIR,� or �OPS�), has a bona fide need to acquire training courses for its Court Administrators and supporting staff designed to culminate in certifications as a Certified Court Manger (CCM) and as a Certified Court Executive (CCE). Training is to occur in two phases: PHASE I - Certified Court Manager (CCM) Courses; and PHASE II - Certified Court Executive (CCE) Courses.� The required training courses shall be conducted in two (2) twelve-week phases for each level of certification in accordance with the Statement of Work (SOW). This combined synopsis/solicitation is being issued by EOIR with the intention of issuing a sole source award to the National Center for State Courts (NCSC), Williamsburg VA, in accordance with the approved justification and approval.� This document is available upon request. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a quote which may be considered by the agency. The contractor shall submit a detailed response, via electronic submission, in accordance with all the requirements of the SOW. General information criteria is provided as follows: Contract Type: Single Award - Firm-Fixed Price (FFP) Period of Performance:� Two Phases between June 28, 2021 � May 31, 2022 Submission Date: Request Quote NLT 1:00 PM EST, June 18, 2021. Offerors are herein notified that any corrupt or unreadable documents shall not be considered for evaluation purposes. Any files not received by the cut-off date and time specified herein shall be deemed late and shall not be considered for evaluation. Sincerely, Patricia Hoffman Contracting Officer SECTION II SOLICITATION INFORMATION 2.0������ GENERAL The Government contemplates award of one (1) Firm-Fixed Price (FFP) contract. This is a combined synopsis/solicitation in accordance with the requirements stated in the SOW. 2.1 ������ OBJECTIVE The intent of this combined synopsis/solicitation is to award a contract to acquire training courses for its Court Administrators and supporting staff designed to culminate in certifications as a Certified Court Manger (CCM) and as a Certified Court Executive (CCE). 2.2 ������ SUBMISSION INFORMATION Submissions shall be submitted in electronic format. �Offerors are herein notified that any corrupt or unreadable documents shall not be considered for evaluation purposes. Any files not received by the cut-off date and time specified herein shall be deemed late and not considered for evaluation. The submitted electronic formats must be compatible with Government computer software (such as .pdf or .doc or .xls type files). 2.3 ������ MINIMUM REQUIREMENTS Offerors responding to this combined synopsis/solicitation shall meet the following minimum requirements in their responses. Quotes that fail to meet any one of these minimum requirements may not be further evaluated and may be deemed ineligible for award. Submit complete information as required in these instructions; An Offeror, as prescribed in FAR Paragraph 9.601(1), shall have current SAM registration as of the time of quotation submission; 3.��� Offerors shall meet all the requirements identified in the SOW � 2.3 ������ EVALUATION CRITERIA AND SELECTION PROCESS Award will be made to the Offeror who provides the lowest quote that affirms they can meet the Government�s minimum technical requirements, including timelines for completion of training, in accordance with the SOW. SECTION III PRICE 3.0 ������ GENERAL Offeror�s shall provide a detailed breakout of all prices in meeting all the requirements described in the attached SOW. SECTION IV TERMS AND CONDITIONS 4.0 ������ GENERAL 4.1������ CONTRACT TYPE: The resultant contract allows for the following contract type: Firm-Fixed Price. 4.2������ PERIOD OF PERFORMANCE: �Training for both Phases shall occur between June 28, 2021 and May 31, 2022.
