This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, �Streamlined Procedures for Evaluation and Solicitation for Commercial Items,� as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; 12RADA21Q0006 are being requested, and a written solicitation document will not be issued. This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05. This acquisition is a 100% Total Small Business Set-Aside. The North American Industrial Classification System (NAICS) code for this procurement is 611430, with a small business size standard of 12.0M. The United States Department of Agriculture (USDA) Rural Development (RD) Procurement Management Office (PMO) is seeking to award a contract for the Rural Development Section 515 Loan Servicing Training and Certification in accordance with the below �Description of Requirement�. Award shall be made to the lowest price, technically acceptable offer. This is an �All or None� acquisition, incomplete quotes will not be considered. PURPOSE OF CONTRACT The Contractor shall supply virtual/distance learning, Section 515 Loan Servicing online seminar to 112 staff members of the Rural Housing Service Multifamily Housing Programs located remotely across the United States. At the end of the training each staff member who has successfully completed the training shall have a Certification in Section 515 Loan Servicing issued to them. The target audience is federal employees located in field offices who perform routine servicing property inspections and mortgage servicing of Section 515 Multifamily Housing complexes. DELIVERY The delivery date shall be within 14 days after contract award. The Contractor shall supply online seminar access and supplemental education materials to all staff members within 14 days after award. The Contractor shall supply certification to all applicable staff members once the training has been completed. SCOPE The Contractor shall supply an online seminar to 112 staff members of the Rural Housing Service, Multifamily Housing Programs across multiple field office locations across the United States through an online platform or downloadable presentation. The training shall meet the U.S. Department of Agriculture Rural Housing Service�s requirements of Certification in Section 515 Loan Servicing to provide delegation of authority as provided in Rural Development Handbook-3-3560 and 7 CFR 3560. The audience class or viewers will consist mostly of Section 515 Loan Servicing technicians and specialists, who are responsible for meeting the loan servicing functions of Rural Development Handbook-3-3560 and 7 CFR 3560. This training program is intended to provide entry level and experienced loan servicing staff with information about the latest program income, eligibility, and occupancy requirements for program participation as outlined in Handbook-3-3560, information on the process for multifamily housing tenant certification for agency-serviced properties per Handbook-3-3560, and an overview of servicing requirements as delineated in HB-3-3560. The minimum topic requirement per the Rural Development Handbook guidance includes: An Overview of Multifamily Housing Programs� Automated Systems for Loan Servicing An Overview of Account Servicing Processing Ownership and Organization Changes Determination of Project Suitability How to address Transfers of Project Ownership How to address Security Restructuring Requests How to address Unauthorized Assistance to Tenants and/or Property Owners Processing Compliance Violations, Defaults, and Work-Out Agreements How to address Loan Restructuring Requests or Needs Processing Account Liquidation How to Management and Disposal of Real Estate Owned Property How to address Project Preservation Requests or Needs An Overview of 7 CFR part 3560 An Overview of 7 CFR part 11 Completing Forms Referenced in Handbook-3-3560 Handbook Letters for Project Servicing There are no specific time requirements for addressing these topics in the online seminar, but each topic must be referenced in the presentation and/or supplemental training materials. The Contractor shall be responsible for reporting the successful completion of the online seminar by supplying a copy of certification to each individual staff member. The Contractor will supply an examination after the completion of the seminar, of which those who receive a passing score shall be issued a certification of completion. The Contractor shall determine the passing score and the format of the certification. The Contractor is responsible for delivery of the certification directly to the participant via email. The length of the online seminar should not exceed 8 hours per day of participation, and it should not take more than 2 days for the employee to complete upon beginning the online seminar. The Contractor shall be responsible for creating and supplying proper training materials for each student. The Contractor is responsible for delivering the materials to the student and ensuring that the student can access and complete the online seminar, examination, and supplemental, hardcopy materials. The Government will supply mailing addresses for supplemental, hardcopy materials, email addresses and names for student contacts, and provide the students� internet and hardware capabilities to access the online content. GOVERNMENT SUPPLIED MATERIALS None SUBMITTALS The Contractor shall provide a copy of the proposed student materials and proposed training agenda. END OF DESCRIPTION OF REQUIREMENT DELIVERY Delivery shall be provided no later than 14 days after receipt of order/award of contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
