Description
This synopsis is not a request for quotes/offers/proposals. The Marine Corps Installation, National Capital Region, Regional Contracting Office (MCINCR-RCO), Marine Corps Base Quantico, VA currently has a requirement for the United States Marine Corps (USMC), Training and Education Command (TECOM) Multi-Mission Parachute Course (MMPC). The procurement of services in support of Multi-Mission Parachute Course shall be solicited as unrestricted. The contemplated contract will be a Single Award, Firm Fixed Priced contract. The projected period of performance will be a six month base period, and 4 twelve month option periods and six month option period. The NAICS code associated with this requirement is 611699, All Other Miscellaneous Schools and Instruction, with a size standard of $12M. This action will be solicited utilizing FAR Part 12 using Part 15 Contracting by Negotiation procedures. All terms, conditions, evaluation procedures, and instructions to offerors will be specified in an upcoming Request for Proposals (RFP) that will be posted on this website (beta.sam.gov). The proposed solicitation number for this action is M00264-21-R-0006. All responsible sources must submit a proposal to be considered for this requirement. All interested parties must be registered in the System Award Management (beta.sam.gov). It is the responsibility of the interested parties to independently review the referenced web link (beta.sam.gov) frequently for updates to any and all documents. Potential offerors will be responsible for downloading their copy of the RFP and amendments, if any. SCOPE OF WORK: The contractor shall perform all tasks required and delineated in the PWS to deliver the MMPC in the quantities specified in the contract. The contractor shall provide all materials, equipment, personnel, and facilities necessary to deliver the types and quantities of deliverables specified by the PWS. The Contracting Officer Representative (COR), who will be collocated on site, shall evaluate the contractor�s performance. Conduct Freefall Multi-Mission Parachutist training in accordance with the USMC MMPC POI and U. S. Special Operations Command (USSOCOM) Special Operations Forces Baseline Interoperability Standards (SOFBIS). The MMPC course duration is 20 training days with a projected number of ~420 students per year.
