Description
This is a combined synopsis/solicitation for non-commercial items in accordance with the format in FAR 12 and 13, as supplemented with additional information included in this notice.� �� Synopsis/Solicitation N0017820Q1633 is being issued with intent to solicit and award a sole source Blanket Purchase Agreement (BPA). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation. This requirement is not eligible for small business set-aside. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to issue a sole source blanket purchase agreement (BPA) with Reynolds System, Inc. for procurement of RSI-700 Hot Spider Explosive Foil Deflagrating Initiators (EFDIs), RSI-390 Spider Explosive Foil Initiators (EFIs), and RSI-366 Snap-on Socket Bases for the Hydra Hunter Program in accordance with 6.302-1 only one response source and no other supplies or services will satisfy agency requirements.� Reynolds Systems, a small business, designed and developed these parts under Phase III SBIR, #N96-061. Please note that a BPA is not a contract. �A BPA is a streamlined method for acquiring products or services on an as-needed basis from qualified sources that are readily available and thus eliminate the need for repetitive costly re-procurements. �There is no minimum or maximum guaranteed quantity. �All calls/orders must be acknowledged by the selected vendor in order to be retained on the BPA calling list. �The Government will not be issuing a formal Request for Proposal (RFP) because this notice will result in a sole source BPA. The Government will not be issuing a formal Request for Proposal (RFP) because this notice will result in a BPA.� In addition, the Government does not intend to pay for any information provided under this notice.� The Government is not obligated to notify respondents of the results of this notice Individual call numbers shall not exceed the Simplified Acquisition Procedures of $250,000.� Period of performance for the BPA not to exceed 5 years after date of BPA award. Simplified Acquisition Procedures in accordance with FAR Part 13 will be utilized. Interested parties are requested to provide their Cage Code and DUNS numbers for verification of the inclusion in the System for Award Management (SAM).� Responsibility determinations will also precede issuance of a BPA and will be conducted in accordance with FAR 9.104, interested parties are encouraged to address the seven elements of responsibility contained in FAR 9.104 and complete FAR Clause 52.219-1. BPA will be issued on the basis of technical capability and past performance. Interested vendors shall provide a minimum of three (3) past performance references.� These references should include name of business, address, phone number, point of contact, contract/purchase order number and item description.� Past performance will be evaluated based upon quality and timeliness of delivery.� The Government reserves the right to use additional past performance references if necessary.� Failure to supply the requested information will affect your ability to be awarded a BPA. Submission of Capability Package:� This documentation should address, at a minimum, your companies� ability to perform all the requirements as outlined in the attached statement of work, CDRL A001 & CDRL A002. In compliance with DFARS 252.232-7006, Wide Area Workflow Instructions (May 2013), the Government will utilize Wide Area Work Flow (WAWF) to process vendor payments. In order to be eligible for award, firms must be registered in the System for Award Management (SAM).� Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov Delivery shall be FOB destination to Dahlgren, VA 22448-5114.� All BPA calls/orders shall be issued on a firm fixed price basis.� Companies interested in receiving a BPA shall submit the requested documentation no later than 18 June 2021 via email to diana.moses@navy.mil Email should reference Synopsis Number N0017821Q1633 in the subject line.
